Receptacle locking devices are disclosed. A receptacle locking device having a contact arm and a pivoting feature can be pivoted from a first, unlocked position to a second, locked position, wherein the contact arm prevents opening of the receptacle door when the locking device is in the second, locked position.

What is claimed is: 1. A locking device comprising: a frame; a contact arm fixedly attached to a first portion of the frame, wherein the contact arm extends beyond an edge of the frame; a pair of locking arms pivotably connected to a second portion of the frame, wherein the locking arms are pivotable to rotate proximal ends of each of the pair of locking arms into alignment with each other; and a locking sleeve slidably connected to a first one of the pair of locking arms, the locking sleeve configured to slide to partially surround the second of the pair of locking arms when the proximal ends of the pair of locking arms are aligned. 2. The locking device of claim 1 , wherein the locking sleeve has a throughhole therein, and wherein the second of the pair of locking arms has a throughhole therein. 3. The locking device of claim 2 , wherein the throughhole formed in the locking sleeve and the throughhole in the second of the pair of locking arms are aligned when the locking sleeve is partially surrounding the second of the pair of locking arms. 4. The locking device of claim 2 , wherein the throughholes formed in the locking sleeve and the second of the pair of locking arms are configured to receive at least a portion of a lock, wherein the portion of the lock received into the throughholes in the locking sleeve and the second of the pair of locking arms prevents movement of the pair of locking arms relative to each other. 5. The locking device of claim 1 , wherein the pair of locking arms have bumpers connected to distal ends thereof. 6. A locking device comprising: an upper frame; a lower frame pivotably connected to the upper frame; an upper arm connected to the upper frame; a lower arm connected to the lower frame, wherein the lower arm has a different length than the upper arm; and wherein the pivotable connection between the upper frame and the lower frame is configured to allow movement of frame between a first position and a second position, wherein, in the first position, the upper arm and the lower arm are positioned a first distance from one another, and in the second position, the upper arm and the lower arm are positioned a second distance from one another, wherein the second distance is greater than the first distance. 7. The locking device of claim 6 further comprising a locking portion, comprising a first locking mount connected to the lower frame. 8. The locking device of claim 7 , wherein the upper frame is formed with a space therein to receive the first locking mount when the locking device is pivoted to the second position. 9. The locking device of claim 8 , further comprising a second locking mount which at least partially surrounds the space formed in the upper frame. 10. The locking device of claim 9 wherein the second locking mount has a hole therein, and wherein the holes in the first and second locking mounts are aligned when the locking device is in the second position. 11. The locking device of claim 10 wherein the second locking mount extends normal to the surface of the upper frame and surrounds the space on at least two opposing sides. 12. The locking device of claim 7 , wherein the first locking mount has a hole formed therein, the hole configured to receive at least a portion of a lock.
