A distributed metering platform virtualizes functions of a conventional metrology sensor and separates the virtualized functions from a metrology sensor. One or more virtual meters or applications may be instantiated at a network communication device that is remote from the metrology sensor and processes metrology data received from the metrology sensor. Each virtual meter may include multiple partitioned application spaces that are isolated from one another. In one example, a first application space includes a locked version of code and a second application space includes an unlocked version of code. Furthermore, each virtual meter may be isolated from other virtual meters such that each virtual meter is unable to affect operations and/or data associated with other virtual meters.

What is claimed is: 1. A network communication device comprising: a processing unit; memory; a first virtual meter and a second virtual meter stored in the memory and running on the processing unit, wherein the first and second virtual meters are configured to receive digitalized metrology data from first and second remote metrology sensors associated with first and second points of service, respectively, and wherein each point of service is remote from the network communication device; and a communication interface to route the digitalized metrology data from the first and second remote metrology sensors to the first and second virtual meters, respectively, wherein each of the first and second virtual meters comprises: a dedicated memory space that is unavailable to other virtual meters; and a plurality of applications operable within the dedicated memory space, wherein each application is prevented from utilizing the dedicated memory spaces of the other virtual meters, and wherein at least one of the plurality of applications is approved by a governing body and has code that is locked and at least one of the plurality of applications is provided by a third party and has code that is unlocked. 2. The network communication device as recited in claim 1 , wherein the communication interface is configured so that the first virtual meter and the second virtual meter are among a plurality of virtual meters that each separately receive digitalized metrology data from a single metrology sensor associated with a single point of service, wherein the single point of service comprises a single apartment in an apartment complex and the digitalized metrology data comprises electrical consumption data. 3. The network communication device as recited in claim 2 , wherein the first virtual meter and the second virtual meter separately receive the digitalized metrology data from the first remote metrology sensor and the second remote metrology sensor over a communication network, the communication network comprising a wireless network and/or a wired network. 4. The network communication device as recited in claim 2 , wherein the communication interface sends a control signal to the first remote metrology sensor or the second remote metrology sensor to remotely disconnect a utility service from serving the respective first or second point of service. 5. The network communication device as recited in claim 4 , wherein the utility service comprises water, electricity or gas. 6. The network communication device as recited in claim 2 , further comprising a networking module to transmit the digitalized metrology data received from the first remote metrology sensor and the second remote metrology sensor to a utility provider. 7. The network communication device as recited in claim 1 , further comprising an operating system, wherein the first virtual meter and the second virtual meter are run using the operating system. 8. The network communication device as recited in claim 1 , further comprising: a common data store accessible by the first virtual meter and the second virtual meter. 9. The network communication device as recited in claim 1 , wherein each of the at least one of the plurality of applications that has code that is locked is a locked application, wherein each of the at least one of the plurality of applications that has code that is unlocked is an unlocked application, and wherein each of the first and second virtual meters is configured to: execute the locked application and the unlocked application; compare output of the locked application and the unlocked application; lock the unlocked application to create a newly locked application if results of the unlocked application are within a threshold of results of the locked application; and replace the locked application with the newly locked application, wherein functions performed by the locked application are thereafter performed by the newly locked application. 10. The network communication device as recited in claim 9 , wherein: execution of the locked application and the unlocked application comprises execution of a locked metering application and an unlocked metering application; and replacement of the locked application with the newly locked application comprises updating a configuration file to indicate the newly locked application. 11. A system comprising: a first metering element to collect utility consumption data from a first point of service; a second metering element to collect utility consumption data from a second point of service; and first and second virtual meters within a network communication device that is remote from each of the first and second metering elements, each of the first and second virtual meters comprising: a dedicated memory space in each of the first virtual meter and the second virtual meter that is unavailable to the other of the second virtual meter and the first virtual meter, respectively, wherein digitized metrology data is received by each of the first virtual meter and the second virtual meter through a communications network, wherein the digitized metrology data is associated with the first point of service and the second point of service, and wherein the first point of service and the second point of service are associated with the first virtual meter and the second virtual meter, respectively; and a plurality of applications operable within each respective one of the dedicated memory spaces, wherein at least one of the plurality of applications is a metering application that is a locked application approved by a governing body and has code that is locked, and at least one of the plurality of applications is an unlocked application provided by a third party and has code that is unlocked. 12. The system as recited in claim 11 , wherein the first and second metering elements and the first and second virtual meters are in communication via a wireless connection or a wired connection. 13. The system as recited in claim 11 , wherein the first and second metering elements communicate the digitized metrology data to the first and second virtual meters over the communication network. 14. The system as recited in claim 11 , further comprising a switch attached to each of the respective first and second metering elements, each respective switch configured to disconnect a utility service serving the respective first or second point of service upon receiving a control signal from the first or second virtual meter, respectively. 15. The system as recited in claim 11 , wherein the first and second virtual meters and the first and second metering elements communicate using a secure encryption protocol. 16. The system as recited in claim 11 , wherein: the locked metering application of each of the first virtual meter and the second virtual meter is operable within the dedicated memory space in each respective virtual meter; the locked metering applications of the first virtual meter and the second virtual meter are prevented from utilizing the dedicated memory spaces of the second virtual meter and the first virtual meter, respectively; an unlocked metering application of the first virtual meter and the second virtual meter is also operable within the dedicated memory space of the first virtual meter and the second virtual meter, respectively; and each of the first virtual meter and the second virtual meter performs acts comprising: comparing output of the locked metering application and the unlocked metering application; determining if the compared output is within a threshold difference; locking the un
