The invention claimed is: 1. A laser chamber including a first space and a second space in communication with the first space, the laser chamber comprising: a first discharge electrode disposed in the first space; a second discharge electrode disposed in the first space to face the first discharge electrode; a fan disposed in the first space and configured to flow laser gas between the first discharge electrode and the second discharge electrode; a peaking condenser disposed in the second space; and an electrical insulating member configured to partition the first space and the second space from one another, and disposed to allow the laser gas to pass through between the first space and the second space. 2. The laser chamber according to claim 1 , wherein: a refrigerant flow path through which a refrigerant flows is provided in a wall of the laser chamber forming the second space; and the peaking condenser is connected to the wall of the laser chamber in which the refrigerant flow path is provided. 3. The laser chamber according to claim 1 , further comprising a rectifying member disposed upstream and downstream of flow of the laser gas with respect to the first discharge electrode. 4. The laser chamber according to claim 1 , wherein a concave-convex part is formed on a surface of the electrical insulating member in the second space side. 5. The laser chamber according to claim 1 , further comprising: a first container having the first space therein; and a second container having the second space therein, wherein: the first space and the second space communicate with one another by bonding a periphery of an opening of the first container to a periphery of an opening of the second container; and the electrical insulating member is disposed to abut on the periphery of the opening of the first container or the periphery of the opening of the second container. 6. The laser chamber according to claim 1 , further comprising: a container having one internal space; and a partition plate formed to extend inward from an inner wall of the container to partition the internal space into the first space and the second space, wherein the electrical insulating member is disposed to abut on a top end of the partition plate.
