A bearing ring formed of quenched and tempered high carbon chromium bearing steel, including an inner layer portion formed of tempered martensite or sorbite and having a Vickers hardness of more than 490 HV and 710 HV or less, and a surface layer portion formed to enclose an entire periphery of the inner layer portion, formed of tempered martensite, and having a higher hardness than the inner layer portion.

What is claimed is: 1. A bearing ring formed of quenched and tempered high carbon chromium bearing steel, comprising: an inner layer portion formed of tempered martensite or sorbite and having a Vickers hardness of more than 490 HV and 710 HV or less; and a surface layer portion formed to enclose an entire periphery of the inner layer portion, formed of tempered martensite, and having a higher hardness than the inner layer portion, wherein a Vickers hardness of the surface layer portion gradually decreases from an outermost surface of the surface layer portion, along a thickness of the surface layer portion, toward the inner layer portion. 2. The bearing ring according to claim 1 , wherein the inner layer portion has a Vickers hardness of more than 490 HV and 620 HV or less. 3. The bearing ring according to claim 2 , wherein the tempering is performed under a condition that an internal temperature of a steel material of high carbon chromium bearing steel is higher than a surface temperature of the steel material. 4. A rolling bearing including an inner ring with a raceway portion on an outer peripheral surface of the inner ring, an outer ring with a raceway portion on an inner peripheral surface of the outer ring, and a plurality of rolling elements arranged between the raceway portions of the inner and outer rings, wherein at least one of the inner ring and the outer ring is the bearing ring according to claim 3 . 5. A rolling bearing including an inner ring with a raceway portion on an outer peripheral surface of the inner ring, an outer ring with a raceway portion on an inner peripheral surface of the outer ring, and a plurality of rolling elements arranged between the raceway portions of the inner and outer rings, wherein at least one of the inner ring and the outer ring is the bearing ring according to claim 2 . 6. The bearing ring according to claim 1 , wherein the tempering is performed under a condition that an internal temperature of a steel material of high carbon chromium bearing steel is higher than a surface temperature of the steel material. 7. A rolling bearing including an inner ring with a raceway portion on an outer peripheral surface of the inner ring, an outer ring with a raceway portion on an inner peripheral surface of the outer ring, and a plurality of rolling elements arranged between the raceway portions of the inner and outer rings, wherein at least one of the inner ring and the outer ring is the bearing ring according to claim 6 . 8. A rolling bearing including an inner ring with a raceway portion on an outer peripheral surface of the inner ring, an outer ring with a raceway portion on an inner peripheral surface of the outer ring, and a plurality of rolling elements arranged between the raceway portions of the inner and outer rings, wherein at least one of the inner ring and the outer ring is the bearing ring according to claim 1 .
