A system and method comprising four valves per cylinder of a multi-cylinder engine is provided to control cylinder intake and exhaust valves independently from other cylinders in response to engine operating conditions. The engine valve deactivation system for the engine may comprise two or more cylinders wherein each cylinder has two exhaust valves and two inlet valves. The system and method may allow for cylinder deactivation and/or high swirl to both be delivered.
