A method and system are described for enhancing the security of calls made by a member of a controlled environment to an outside party, particularly when the outside party communicates via a cellular phone. An application is provided for the cellular device, which must communicate and register with a calling platform of the controlled environment. Certain elements of personal verification data are obtained by the user of the cellular device and stored at the calling platform for later reference. Calls from the inmate to the cellular device cause the calling platform to issue a notification to the user via the application. The user verifies his/her identity using the application, after which the call can be connected. As a further security measure, certain conditions can be required and periodically checked during the call to ensure the user remains verified.

What is claimed is: 1. A mobile communication device for use by a called party outside of a controlled environment for registering the called party outside of the controlled environment for receiving telecommunications from the controlled environment, the mobile communication device comprising: a processor, within the mobile communication device, configured to execute a software application, the software application being configured to: receive a first notification from a platform associated with the controlled environment requesting a first telephone call from a calling party within the controlled environment; transmit an image of the called party outside of the controlled environment to the platform associated with the controlled environment to register the image of the called party outside of the controlled environment with the platform associated with the controlled environment in response to the first notification; and receive a second notification from the platform associated with the controlled environment that the called party outside of the controlled environment has been registered in response to the platform associated with the controlled environment registering the image of the called party outside of the controlled environment in terms of a called number associated with the first telephone call from the calling party within the controlled environment; and a camera module, within the mobile communication device, configured to capture the image of the called party outside of the controlled environment in response to the first notification. 2. The mobile communication device of claim 1 , wherein the image of the called party outside of the controlled environment comprises: a facial image of the called party outside of the controlled environment; an image of a picture identification of the called party outside of the controlled environment; an image of a barcode within the picture identification; or an image of a document including a name or an address of the called party outside of the controlled environment. 3. The mobile communication device of claim 1 , wherein the first notification is configured to: inform the called party outside of the controlled environment of the first telephone call from the calling party within the controlled environment requested from the calling party within the controlled environment; and provide instructions to the called party outside of the controlled environment relating to acquiring and installing the software application. 4. The mobile communication device of claim 1 , wherein the first notification comprises: a pre-recorded voice message; a Short Message Service (SMS) text message, or an electronic mail (email) message. 5. The mobile communication device of claim 1 , wherein the software application is further configured to receive a third notification from the platform associated with the controlled environment requesting a second telephone call from the calling party within the controlled environment. 6. The mobile communication device of claim 5 , further comprising: a user interface module configured to receive entry of a personal identification number (PIN) associated with the called party outside of the controlled environment, and wherein the software application is further configured to: compare the PIN associated with the called party outside of the controlled environment and a registered PIN of the called party outside of the controlled environment, stored within the mobile communication device, associated with the called party outside of the controlled environment in response to receiving the third notification; transmit a fourth notification to the platform associated with the controlled environment in response to the PIN associated with the called party outside of the controlled environment matching the registered PIN of the called party outside of the controlled environment; and receive the second telephone call from the calling party within the controlled environment from the platform associated with the controlled environment in response to transmitting the fourth notification. 7. The mobile communication device of claim 6 , wherein the camera module is further configured to capture a facial image of the called party outside of the controlled environment during the second telephone call from the calling party within the controlled environment to maintain the second telephone call from the calling party within the controlled environment, and wherein the software application is further configured to perform an action affecting the second telephone call from the calling party within the controlled environment when the camera module cannot capture the facial image of the called party outside of the controlled environment. 8. The mobile communication device of claim 1 , further comprising: a display module configured to prompt the called party outside of the controlled environment to submit the image of the called party outside of the controlled environment in response to the software application receiving the first notification. 9. The mobile communication device of claim 1 , wherein the platform associated with the controlled environment is outside of the controlled environment. 10. A mobile communication device for use by a called party outside of a controlled environment for registering the called party outside of the controlled environment for receiving telecommunications from the controlled environment, the mobile communication device comprising: a memory module, within the mobile communication device, configured to store a software application for communicating between a platform associated with the controlled environment and the mobile communication device; and a processor, within the mobile communication device, configured to execute the software application, the software application being configured to: receive a first notification from the platform associated with the controlled environment requesting a first telephone call from a calling party within the controlled environment; transmit an image of the called party outside of the controlled environment to the platform associated with the controlled environment to register the image of the called party outside of the controlled environment with the platform associated with the controlled environment in response to the first notification, the image of the called party outside of the controlled environment being captured by the mobile communication device in response to the first notification; and receive a second notification from the platform associated with the controlled environment that the called party outside of the controlled environment has been registered in response to the platform associated with the controlled environment registering the image of the called party outside of the controlled environment in terms of a called number associated with the first telephone call from the calling party within the controlled environment. 11. The mobile communication device of claim 10 , wherein the image of the called party outside of the controlled environment comprises: a facial image of the called party outside of the controlled environment; an image of a picture identification of the called party outside of the controlled environment; an image of a barcode within the picture identification; or an image of a document including a name or an address of the called party outside of the controlled environment. 12.
