What is claimed is: 1. A method for preparing a perovskite-type strontium titanate, comprising: providing a solution comprising strontium nitrate, yttrium nitrate hexahydrate, and nickel (II) nitrate hexahydrate; adding titanium bis(ammonium lactate) dihydroxide and at least two complexing agents to the solution; heating the solution to form precursors of the perovskite-type strontium titanate; and calcining the precursors to obtain the perovskite-type strontium titanate. 2. The method of claim 1 , wherein the at least two complexing agents are selected from the group consisting of citric acid, ethylene glycol, and ethylenediaminetetraacetic acid (EDTA). 3. The method of claim 1 , wherein heating comprises heating the solution to a temperature of between about 80° C. and about 100° C. to form the precursors of the perovskite-type strontium titanate in a gel form. 4. The method of claim 1 , wherein calcining comprises calcining the perovskite-type strontium titanate precursors to a temperature of between about 700° C. and about 1,000° C. in air. 5. The method of claim 1 , wherein the perovskite-type strontium titanate is a perovskite-type strontium titanate, wherein the strontium titanate is Y- and Ni-doped and has the general formula (Sr,Y)(Ti,Ni)O 3 .
