The invention claimed is: 1. An anti-biofouling composition for disrupting or preventing a biofilm formation comprising a biofilm-modulating dose of an isolated NucB deoxyribonuclease, an enzyme, and an anionic or non-ionic surfactant, wherein the NucB deoxyribonuclease is the amino acid sequence of SEQ ID NO: 4 or a deoxyribonuclease sequence that is at least 95% identical to SEQ ID NO: 4, and wherein said composition is formulated as a washing powder or a cleaning solution. 2. The anti-biofouling composition of claim 1 , wherein the isolated NucB deoxyribonuclease is a Bacillus NucB deoxyribonuclease. 3. The anti-biofouling composition of claim 2 , wherein the Bacillus NucB deoxyribonuclease is a Bacillus licheniformis NucB deoxyribonuclease. 4. The anti-biofouling composition of claim 3 , wherein the Bacillus licheniformis NucB deoxyribonuclease is a Bacillus licheniformis strain EI-34-6 NucB deoxyribonuclease. 5. The anti-biofouling composition of claim 1 , which is formulated as a washing powder. 6. The anti-biofouling composition of claim 1 , which is formulated as a cleaning solution. 7. The anti-biofouling composition of claim 1 , which comprises an anionic surfactant. 8. The anti-biofouling composition of claim 7 , wherein the anionic surfactant is selected from the group consisting of sodium lauryl sulfate, sodium dodecyl benzene sulphonate, alkyl aryl sulphonates, N-lauroyl sarcosine, and sodium, potassium and ethanolamine salts of N-lauroyl, N-myristoyl, or N-palmitoyl sarcosine. 9. The anti-biofouling composition of claim 1 , which comprises a non-ionic surfactant. 10. The anti-biofouling composition of claim 9 , wherein the non-ionic surfactant is selected from the group consisting of condensation products of ethylene oxide with fatty acids, fatty alcohols, fatty amides, polyhydric alcohols, and polypropyleneoxide. 11. The anti-biofouling composition of claim 1 , further comprising one or more of an antibacterial compound, an antiparasitic compound, an antifungal compound, and an antiviral compound. 12. The anti-biofouling composition of claim 11 , wherein the antiparasitic compound is one or more of a benzazole, an azole, a macrocycle, pyrantel pamoate, diethylcarbamazine, niclosamide, praziquantel, melarsoprol, and eflornithine. 13. The anti-biofouling composition of claim 11 , wherein the antifungal compound is one or more of an azole, a macrocycle, an allyl amine, an echinocandin, polygodial, ciclopirox, tolnaftate, benzoic acid, undecylenic add, flucytosine and griseofulvin. 14. The anti-biofouling composition of claim 11 , wherein the antibacterial compound comprises one or more of parahydroxy benzoic acid esters. 15. The anti-biofouling composition of claim 1 , wherein the composition further comprises water.
