Methods and apparatus are provided for transmitting and receiving data in a wireless communication system. Resource allocation information is received and hopping-related information is identified. A resource for transmitting data is determined based on the resource allocation information and hopping-related information, and data is transmitted on the determined resource. A sub-band is determined from a plurality of sub-bands based on the first hopping parameter and a resource in the determined sub-band is determined based on the second hopping parameter.

What is claimed is: 1. A method for wireless communication, comprising: receiving resource allocation information; identifying first hopping information and second hopping information; determining a sub-band from a plurality of sub-bands based on the first hopping information; determining a resource in the determined sub-band for transmitting data based on the resource allocation information and the second hopping information; and transmitting data using the determined resource. 2. The method of claim 1 , wherein the resource for transmitting data is determined in units of slots. 3. The method of claim 1 , wherein the first hopping information is determined based on a sequence predetermined between base station and mobile station. 4. The method of claim 1 , wherein the second hopping information is determined based on a sequence predetermined between base station and mobile station. 5. A method for wireless communication, comprising: transmitting resource allocation information; identifying first hopping information and second hopping information; determining a sub-band from a plurality of sub-bands based on the first hopping information; determining a resource in the determined sub-band for transmitting data based on the resource allocation information and the second hopping information; and receiving data using the determined resource. 6. The method of claim 5 , wherein the resource for transmitting data is determined in units of slots. 7. The method of claim 5 , wherein the first hopping information is determined based on a sequence predetermined between base station and mobile station. 8. The method of claim 5 , wherein the second hopping information is determined based on a sequence predetermined between base station and mobile station. 9. An apparatus for wireless communication, comprising: a controller configured to identify first hopping information and second hopping information, to determine a sub-band from a plurality of sub-bands based on the first hopping information, to determine a resource in the determined sub-band for transmitting data based on the resource allocation information and the second hopping information, and to control a transceiver; and the transceiver configured to receive resource allocation information and to transmit data using the determined resource. 10. The apparatus of claim 9 , wherein the resource for transmitting data is determined in units of slots. 11. The apparatus of claim 9 , wherein the first hopping information is determined based on a sequence predetermined between base station and mobile station. 12. The apparatus of claim 9 , wherein the second hopping information is determined based on a sequence predetermined between base station and mobile station. 13. An apparatus for wireless communication, comprising: a controller configured to identify first hopping information and second hopping information, to determine a sub-band from a plurality of sub-bands based on the first hopping information, to determine a resource in the determined sub-band for transmitting data based on a resource allocation information and the second hopping information, and to control a transceiver, and the transceiver configured to transmit the resource allocation information, and to receive data using the determined resource. 14. The apparatus of claim 13 , wherein the resource for transmitting data is determined in units of slots. 15. The apparatus of claim 13 , wherein the first hopping information is determined based on a sequence predetermined between base station and mobile station. 16. The apparatus of claim 13 , wherein the second hopping information is determined based on a sequence predetermined between base station and mobile station.
