The invention claimed is: 1. A system comprising: a database storing data associated with transactions; a non-transitory memory; and one or more hardware processors coupled to the non-transitory memory and configured to read instructions from the non-transitory memory to cause the system to perform operations comprising: receiving, from a mobile device, instructions for conducting an automated teller machine (ATM) transaction prior to the mobile device being located proximate any ATM within an ATM network; storing the instructions for conducting the ATM transaction; receiving, from the mobile device subsequent to storing the instructions for conducting the ATM transaction, an ATM code that was captured and sent by the mobile device upon the mobile device being located proximate an ATM within the ATM network; analyzing the ATM code by performing a lookup to identify a particular ATM within the ATM network that corresponds to the ATM code and determining if the ATM transaction can occur between the user of the mobile device and the particular ATM; in response to determining that the ATM transaction can occur, executing the instructions for conducting the ATM transaction to process the transaction at the particular ATM. 2. The system of claim 1 , wherein the operations further comprise: dynamically generating the ATM code for the ATM transaction such that theATM code uniquely identifies the ATM transaction. 3. The system of claim 1 , wherein the operations further comprise: generating the ATM code based on one or more of a time stamp, a location of the particular ATM, and a transaction amount. 4. The system of claim 1 , wherein the operations further comprise: generating information identifying a set of transaction options available to the user of the mobile device and a request for selection of at least one of the transaction options; and transmitting, to the mobile device, the information identifying the set of transaction options and/or the request for selection of at least one of the transaction options. 5. The system of claim 4 , wherein the information identifying the set of transaction options is determined by an element selected from a group consisting of: (i) an account holder specified rule, (ii) an ATM operator specified rule, and (iii) a system specified rule. 6. The system of claim 4 , wherein the information identifying the set of transaction options further comprises information identifying a list of available transaction accounts. 7. The system of claim 1 , wherein the operations further comprise: receiving, from the mobile device, authentication information. 8. A method comprising: receiving, by a computer system, instructions, from a mobile device, for conducting an automated teller machine (ATM) transaction prior to the mobile device being located proximate any ATM within an ATM network; storing, by the computer system, the instructions for conducting the ATM transaction; receiving, by the computer system, from the mobile device subsequent to storing the instructions for conducting the ATM transaction, an ATM code that was captured and sent by the mobile device upon the mobile device being located proximate an ATM within the ATM network; analyzing, by the computer system, the ATM code by performing a lookup to identify a particular ATM within the ATM network that corresponds to the ATM code and determining if the ATM transaction can occur between the user of the mobile device and the particular ATM; in response to determining that the ATM transaction can occur, executing, by the computer system, the instructions for conducting the ATM transaction to process the transaction at the particular ATM. 9. The method of claim 8 , further comprising: generating, by the computer system, the ATM code for the ATM transaction such that the ATM code uniquely identifies the ATM transaction. 10. The method of claim 8 , further comprising: generating by the computer system, the ATM code based on one or more of a time stamp, a location of the particular ATM, and a transaction amount. 11. The method of claim 8 , further comprising: generating information identifying a set of transaction options available to the user of the mobile device and a request for selection of at least one of the transaction options; and transmitting, to the mobile device, the information identifying the set of transaction options and/or the request for selection of at least one of the transaction options. 12. The method of claim 11 , wherein the information identifying the set of transaction options is determined by an element selected from a group consisting of: (i) an account holder specified rule, (ii) an ATM operator specified rule, and (iii) a system specified rule. 13. The method of claim 11 , wherein the information identifying the set of transaction options further comprises information identifying a list of available transaction accounts. 14. The method of claim 8 , further comprising: receiving, by the computer system, authentication information from the mobile device. 15. A non-transitory machine-readable medium having stored thereon machine-readable instructions executable to cause a machine to perform operations comprising: receiving, from a mobile device, instructions for conducting an automated teller machine (ATM) transaction prior to the mobile device being located proximate any ATM within an ATM network; storing the instructions for conducting the ATM transaction; receiving, from the mobile device subsequent to storing the instructions for conducting the ATM transaction, an ATM code that was captured and sent by the mobile device upon the mobile device being located proximate an ATM within the ATM network; analyzing the ATM code by performing a lookup to identify a particular ATM within the ATM network that corresponds to the ATM code and determining if the ATM transaction can occur between the user of the mobile device and the particular ATM; in response to determining that the ATM transaction can occur, executing the instructions for conducting the ATM transaction to process the transaction at the particular ATM. 16. The non-transitory machine-readable medium of claim 15 , wherein the operations further comprise: generating the ATM code for the ATM transaction such that the ATM code uniquely identifies the ATM transaction. 17. The non-transitory machine-readable medium of claim 15 , wherein the operations further comprise: generating the ATM code based on one or more of a time stamp, a location of the particular ATM, and a transaction amount. 18. The non-transitory machine-readable medium of claim 15 , wherein the operations further comprise: generating information identifying a set of transaction options available to the user of the mobile device and a request for selection of at least one of the transaction options; and transmitting, to the mobile device, the information identifying the set of transaction options and/or the request for selection of at least one of the transaction options. 19. The non-transitory machine-readable medium of claim 15 , wherein the information identifying the set of transaction options further comprises information identifying a list of available transaction accounts and is determined by an element selected from a group consisting of: (i) an account holder specified rule, (ii) an ATM operator specified rule, and (iii) a system specified rule. 20. The non-transitory machine-readable medium of claim 15 , wherein the operations further comprise: re
