The invention claimed is: 1. A separator comprising: a resin layer including a framework of porous polyolefin resin, wherein the resin layer includes a covering layer portion extending only partially through a thickness of the resin layer, where the framework of the covering layer portion is coated by a glass layer, the glass having a SiO 4 tetrahedral structure phase of the SiO bond, wherein the glass layer is formed by applying a precursor viscous liquid polysilazane compound to the framework of the polyolefin resin such that the glass layer is impregnated only through the covering layer portion and without extending through a remaining portion of the resin layer. 2. The separator according to claim 1 , wherein the glass layer is formed by applying to the resin layer as a precursor, a viscous liquid product which contains only the polysilazane compound having a liquid property without solvent or a mixture of viscous liquid product which contains only the polysilazane compound with a polycarbosilazane compound having a repeating unit which is represented by Chemical Formula 2, wherein Rs are hydrogen or an alkyl group, and n is greater than 1 placing the polyolefin resin and precursor into a water bath; and drying the resulting product. 3. The separator according to claim 2 , wherein at least one of the side chains R of the polysilazane compound is an alkyl group. 4. A battery comprising: a cathode; an anode; an electrolyte; and a separator; wherein the separator includes a resin layer including a framework of porous polyolefin resin, wherein the resin layer includes a covering layer portion extending only partially through a thickness of the resin layer, where the framework of the covering layer portion is coated by a glass layer, the glass having a SiO 4 tetrahedral structure phase of the SiO bond, wherein the glass layer is formed by applying a precursor viscous liquid polysilazane compound to the framework of the polyolefin resin such that the glass layer is impregnated only through the covering layer portion and without extending through a remaining portion of the resin layer. 5. The battery according to claim 4 , wherein an organic solvent is used as a solvent of the electrolyte. 6. The battery according to claim 5 , wherein an open circuit voltage in a full charge state is within a range of 4.2 V to 4.6 V.
