The present invention relates to a method and an apparatus for transmitting/receiving data, and a method for a user equipment transmitting data, according to one embodiment of the present invention, comprises: a step of determining conditions for determining whether a condition for transmitting short data is satisfied, when data to be transmitted is generated; and a step of including the data to be transmitted in a radio resource control (RRC) connection setup completion message and transmitting same, when the condition for transmitting the short data is satisfied. According to one embodiment of the present invention, the problem of network overload can be prevented by reducing signaling overhead when processing small packets, which are generated intermittently, in the mobile communication system, and an apparatus and a method for enhancing battery performance in the user equipment can be effectively provided.

The invention claimed is: 1. A method for transmitting data by a terminal in a wireless communication system, the method comprising: transmitting, to a base station, a radio resource control (RRC) connection request message if a terminal is in evolved packet system (EPS) connection management idle (ECM-IDLE) state and uplink data associated with an EPS bearer occurs; receiving a RRC connection setup message in response to the RRC connection request message; and transmitting a RRC connection setup complete message comprising a non-access stratum (NAS) message, the NAS message including the uplink data associated with the EPS bearer, wherein integrity protection is applied to the NAS message and the uplink data associated with the EPS bearer is ciphered. 2. The method of claim 1 , wherein a predefined condition is fulfilled if the EPS bearer is a preconfigured EPS bearer. 3. The method of claim 1 , wherein the uplink data is included in dedicated NASInfo in the RRC connection setup complete message. 4. The method of claim 1 , wherein the RRC connection setup complete message is transmitted if a predefined condition is fulfilled. 5. The method of claim 1 , wherein the RRC connection setup complete message further comprises mobility management entity (MME) information. 6. The method of claim 5 , wherein the MME information comprises routing information for determining MME to which the base station routes the NAS message. 7. A terminal for transmitting data in a wireless communication system, the terminal comprising: a transceiver configured to transmit and receive a signal; and a controller configured to transmit, to a base station, a radio resource control (RRC) connection request message if a terminal is in evolved packet system (EPS) connection management idle (ECM-IDLE) state and uplink data associated with an EPS bearer occurs, to receive a RRC connection setup message in response to the RRC connection request message, and to transmit a RRC connection setup complete message comprising a non-access stratum (NAS) message, the NAS message including the uplink data associated with the EPS bearer, and wherein integrity protection is applied to the NAS message and the uplink data associated with the EPS bearer is ciphered. 8. The terminal of claim 7 , wherein a predefined condition is fulfilled if the EPS bearer is a preconfigured EPS bearer. 9. The terminal of claim 7 , wherein the uplink data is included in dedicated NASInfo in the RRC connection setup complete message. 10. The terminal of claim 7 , wherein the RRC connection setup complete message is transmitted if a predefined condition is fulfilled. 11. The terminal of claim 7 , wherein the RRC connection setup complete message further comprises mobility management entity (MME) information. 12. The terminal of claim 11 , wherein the MME information comprises routing information for determining MME to which the base station routes the NAS message. 13. A method for receiving data by a network device in a wireless communication system, the method comprising: receiving, from a terminal, a radio resource control (RRC) connection request message if the terminal is in evolved packet system (EPS) connection management idle (ECM-IDLE) state and uplink data associated with an EPS bearer occurs; transmitting a RRC connection setup message in response to the RRC connection request message; and receiving a RRC connection setup complete message comprising a non-access stratum (NAS) message, the NAS message including the uplink data associated with the EPS bearer, wherein integrity protection is applied to the NAS message and the uplink data associated with the EPS bearer is ciphered. 14. The method of claim 13 , wherein the RRC connection setup complete message is received if a predefined condition is fulfilled. 15. The method of claim 13 , wherein the uplink data is included in dedicated NASInfo in the RRC connection setup complete message. 16. A network device for receiving data in a wireless communication system, the network device comprising: a transceiver configured to transmit and receive a signal; and a controller configured to receive, from a terminal, a radio resource control (RRC) connection request message if the terminal is in evolved packet system (EPS) connection management idle (ECM-IDLE) state and uplink data associated with an EPS bearer occurs, transmit a RRC connection setup message in response to the RRC connection request message, and receive a RRC connection setup complete message comprising a non-access stratum (NAS) message, the NAS message including the uplink data associated with the EPS bearer, wherein integrity protection is applied to the NAS message and the uplink data associated with the EPS bearer is ciphered. 17. The network device of claim 16 , wherein the RRC connection setup complete message is received if a predefined condition is fulfilled. 18. The network device of claim 16 , wherein the uplink data is included in dedicated NASInfo in the RRC connection setup complete message.
