That which is claimed: 1. A system configured to determine a property of a paving-related material, the system comprising: a measuring device configured for measuring a property of a paving-related material; and a cellular computer device configured for being in wireless communication with and receiving data from the measuring device. 2. The system according to claim 1 , wherein the cellular computer device is configured for receiving data from the measuring device while the measuring device is measuring a property of a paving-related material. 3. The system according to claim 1 , wherein the cellular computer device is configured for receiving data from the measuring device after the measuring device has measured a property of a paving-related material. 4. The system of claim 1 , wherein the cellular computer device comprises computer control code for controlling the measuring device. 5. The system of claim 1 , wherein the cellular computer device is a phone. 6. The system of claim 1 , wherein the cellular computer device is a smart device. 7. The system of claim 1 , wherein one of the measuring device and the cellular computer device is configured to determine at least one of a time and date stamp, an electronic identifier of the measuring device, an identification of an operator or project of the measuring device or cellular computer device, and location information of the measurement device. 8. The system of claim 1 , wherein the cellular computer device receives data from the measuring device periodically, randomly, or by defined process. 9. The system of claim 1 , wherein the cellular computer device is further configured to communicate with the measuring device over a wireless network. 10. The system of claim 1 , wherein the cellular computer device is configured for communicating with one or more additional computer devices. 11. The system of claim 1 , wherein the measuring device is configured to measure one of a density, a density-related parameter, and a moisture content of at least one of a soil, aggregate, and an asphalt paving mix. 12. The system of claim 1 , wherein the cellular computer device is configured to communicate through a hard wire with the measuring device. 13. The system of claim 1 , wherein the cellular computer device is configured to communicate the data to a computing device over a wireless network. 14. A system of claim 1 , wherein the cellular computer device is configured for being controlled by an operator of the measuring device. 15. The system of claim 1 , wherein the cellular computer device is configured to communicate computer control code to the measuring device for controlling the measuring device. 16. The system of claim 15 , wherein the cellular computer device receives control code from a computing device. 17. The system of claim 1 , further comprising a locating device in communication with the measuring device. 18. The system of claim 17 , wherein the locating device is in communication with the cellular computer device. 19. The system of claim 17 , wherein the locating device is configured to communicate a location of the measuring device to the cellular computer device. 20. The system of claim 17 , wherein the cellular computer device comprises the locating device. 21. The system of claim 17 , wherein the locating device is configured for Global Positioning System (GPS), satellite, land-based beacon type, and Wide Area Augmentation Scheme (WAAS) capabilities assisted GPS or AGPS, DGPS or satellite. 22. The system of claim 21 , wherein the locating device communicates with one of WLAN, LAN, and cellular networks. 23. A handheld computer device having computer code thereon, the computer control code configured to: wirelessly receive measurement data from a measuring device that is configured for measuring a property of a paving-related material; and communicate the measurement data to a computing device. 24. The device of claim 23 , wherein the computer code is further configured to direct the measuring device to take one or more measurements. 25. The device of claim 23 , where the handheld device is one of a phone and a smart device. 26. The device of claim 23 , wherein the computer code of the handheld computer device is further configured to receive measurement data from the measuring device. 27. A system configured to determine a property of a paving-related material, the system comprising: a measuring device configured for measuring a property of a paving-related material; and a memory device configured to wirelessly receive measurement data from the measuring device. 28. The system of claim 27 , wherein the measuring device stores the relevant data which may be later wirelessly transmitted to the memory device. 29. The system of claim 27 , wherein a computer device is operably coupled with the memory device. 30. The system of claim 27 , wherein the measurements are displayed on the computer device. 31. The system of claim 27 , wherein the computer device comprises computer control code for controlling the measuring device. 32. A method comprising: measuring a property of a paving-related material with a measuring device; and wirelessly communicating the measured properties from the measuring device to a cellular computer device.
