A pair of flanges attachable to the arbor hole of a reel is disclosed. The flanges provide a mechanism to allow the reel to be easily loaded, and lifted into place. Once loaded into place, the flanges may include a locking mechanism that locks the reel in place, centered on the flanges. Additionally, the flanges are attachable using a hub that allows them to rotate independently from one another, and from the reel to which they are attached.

The technology claimed: 1. A flange for use on a reel, the flange comprising: an outer rim defining an outer perimeter of the flange; a hub assembly supported on the flange within the outer perimeter; an arbor hole adapter coupled to the hub assembly, the arbor hole adapter having at least one extendable portion, the extendable portion having at least two positions: an extended position and a retracted position, the retracted position allows the arbor hole adapter to be inserted into an arbor hole of the reel, and the extended position where the at least one extendable portion abuts and engages with the arbor hole of the reel to couple the arbor hole adapter to the reel, and a cam plate supported within the outer perimeter, the cam plate defining an elongated aperture, and wherein the hub assembly is moveably coupled to the cam plate to move within, and constrained by, the aperture in the cam plate. 2. The flange of claim 1 , wherein the elongated aperture in the cam plate has an arcuate slot with an upper end at the center of a circle defined by the outer rim, and a lower end extending radially away from the center. 3. The flange of claim 2 , further comprising: a releasable locking mechanism coupled to the flange, and operable to selectively engage the hub assembly when the hub assembly is at the upper end of the arcuate slot, wherein when the locking mechanism is engaged with the hub assembly, the hub assembly is retained at the center of the flange. 4. The flange of claim 1 , wherein the extendable portion of the arbor hole adapter comprises a collet having extendable sections biased to the retracted position by a resilient ring, and wherein the arbor hole adapter has a mechanism operable to move the extendable sections to the extended position. 5. The flange of claim 1 , wherein the extendable portion of the arbor hole adapter comprises a plurality of extendable cleats moveable between the retracted position and the extended position by a mechanical cam within the arbor hole adapter. 6. The flange of claim 1 , wherein the extendable portion of the arbor hole adapter comprises a plurality of extendable fingers positively extendable and retractable by a mechanism coupled to the arbor hole adapter. 7. The flange of claim 6 , wherein the fingers have a curved upper surface for engaging the arbor hole of the reel. 8. The flange of claim 6 , wherein the fingers have a textured upper surface for engaging the arbor hole of the reel. 9. A removable flange that is adapted to be removably coupled to a reel, the flange comprising: a circular outer rim defining an outer perimeter of the flange; a cam plate fixedly coupled to the flange within the outer perimeter, the cam plate defining a slot; a hub assembly supported on the cam plate, and moveable within the slot, the hub assembly having a bearing assembly; and an arbor hole adapter coupled to the hub assembly, and having at least one extendable portion, the extendable portion having a retracted position allowing the arbor hole adapter to be inserted into an arbor hole of a reel, and an extended position where the at least one extendable portion abuts and engages with the arbor hole of the reel to couple the arbor hole adapter to the reel; wherein the bearing assembly allows the outer rim to rotate relative to the arbor hole adapter. 10. The removable flange of claim 9 , wherein the slot is an arcuate slot with an upper end at the center of the circle defined by the outer rim, and a lower end extending radially away from the center. 11. The removable flange of claim 9 , wherein the slot has a closed upper end at the center of the circle defined by the outer rim, and an open lower end extending radially away from the center. 12. The removable flange of claim 9 , further comprising a jack-lift fixedly coupled to the flange proximate the lower end of the slot, and coupled to the hub assembly, the jack lift operable to move the hub assembly from a position at the lower end of the slot to the upper end of the slot. 13. The removable flange of claim 12 , wherein the extendable portion of the arbor hole adapter comprises a plurality of extendable fingers positively extendable and retractable by a mechanism coupled to the arbor hole adapter. 14. The removable flange of claim 9 , further comprising recessed magnets that secure a chock to a body of flange. 15. A removable flange adapted to be coupled to a reel and operable to be independently rotatable with respect to the reel, comprising: a circular outer rim defining an outer perimeter; a plurality of spokes spaced circumferentially about the outer rim and extending inwardly; a cam plate fixedly coupled to at least some of the plurality of spokes, the spokes supporting the cam plate within a perimeter defined by the outer rim, the cam plate defining an arcuate aperture; a hub assembly supported on the cam plate, and moveable within the aperture, the hub assembly having a bearing assembly; and an arbor hole adapter coupled to the hub assembly, and having at least one expandable portion, the expandable portion having a retracted position allowing the arbor hole adapter to be inserted into an arbor hole of a reel, and an expanded position where the at least one expandable portion abuts and engages with the arbor hole of the reel to couple the arbor hole adapter and the flange to the reel; wherein the bearing assembly of the hub assembly allows the outer rim to rotate relative to the arbor hole adapter so that the flange, when coupled to a reel, is independently rotatable relative to the reel. 16. The removable flange of claim 15 , wherein the arbor hole adapter extends only partially into the reel. 17. The removable flange of claim 16 , wherein the arcuate aperture has an upper end at the center of the circle defined by the outer rim, and a lower end extending radially away from the center slot. 18. The removable flange of claim 17 , further comprising a releasable locking mechanism coupled to the flange, and operable to selectively engage the hub assembly when the hub assembly is at the upper end of the aperture, wherein when the locking mechanism is engaged with the hub assembly, the hub assembly is retained at the center of the flange. 19. The removable flange of claim 18 , wherein the expandable portion of the arbor hole adapter comprises a plurality of expandable fingers positively expandable and retractable by a mechanism coupled to the arbor hole adapter.
