Disclosed are several examples of a system and method for detecting if an article is being tampered with. Included is a covering made of a substrate that is coated with a layer of an electrically conductive material that forms an electrically conductive surface having an electrical resistance. The covering is configured to at least partially encapsulate the article such that the article cannot be tampered with, without modifying the electrical resistance of the electrically conductive surface of the covering. A sensing device is affixed to the electrically conductive surface of the covering and the sensing device monitors the condition of the covering by producing a signal that is indicative of the electrical resistance of the electrically conductive surface of the covering. A measured electrical resistance that differs from a nominal electrical resistance is indicative of a covering that is being tampered with and an alert is communicated to an observer.

What is claimed is: 1. A system for monitoring the condition of an article of manufacture, the system comprising: a covering made of a substrate comprised of individual fibers that are arranged in a pattern that is coated with a layer of electrically conductive material particles to form a single electrically conductive circuit that is not woven or patterned and that extends over the entire covering and has an electrical resistance, said covering being configured to at least partially encapsulate the article such that the article cannot be tampered with or develop a leak, without modifying the electrical resistance of said covering; a sensing device affixed to the electrically conductive surface of said covering; and wherein said sensing device monitors the condition of the covering by producing a signal that is indicative of the electrical resistance of the electrically conductive surface of said covering. 2. The condition monitoring system of claim 1 wherein said sensing device further comprises: a Wheatstone bridge circuit having a power supply, a known resistance leg and a measured resistance leg; a measuring cable that electrically connects a first end of the measured resistance leg of said Wheatstone bridge circuit to a measuring point on the electrically conductive surface; a common cable that electrically connects a second end of the measured resistance leg of said Wheatstone bridge circuit to a common point on the electrically conductive surface that is located at a different location on the electrically conductive surface than the measuring point; and wherein said Wheatstone bridge circuit produces an electronic signal that is indicative of the electrical resistance of said electrically conductive surface disposed between the measuring point and the common point. 3. The condition monitoring system of claim 2 wherein said sensing device further comprises: a multiplexer that is electrically connected to the first end of the resistance leg of said Wheatstone bridge circuit, the multiplexer also being electrically connected to one or more measuring points on the electrically conductive surface by a measuring cable attached to each measuring point; wherein the multiplexer is configured to electrically connect exactly one of the measuring cables to the first end of the resistance leg of said Wheatstone bridge circuit at a time and is able to alternate connections to each of the measuring cables. 4. The condition monitoring system of claim 3 and further comprising: a data acquisition system electrically connected to the measured leg of said Wheatstone bridge circuit, said data acquisition system for converting each electronic signal that is indicative of the electrical resistance of said covering between the measuring point and the common point from an analog signal to a digital signal, which is stored on a readable medium. 5. The condition monitoring system of claim 4 and further comprising: a monitoring system for accepting a digital signal from the data acquisition system and comparing the digital signal to a nominal value that is indicative of a covering that has not been tampered with; and wherein an alert is produced by a signaling means if there is a difference between a digital signal and the nominal value. 6. The condition monitoring system of claim 1 wherein said covering substrate comprises a fabric that is made from a material that is electrically insulative. 7. The condition monitoring system of claim 6 wherein said covering substrate is coated with an electrically conductive metallic material such that said covering is metallized. 8. The condition monitoring system of claim 6 wherein said covering substrate is coated with an electrically conductive metallic material on both sides of the substrate such that said covering is metallized. 9. The condition monitoring system of claim 2 wherein said cables are each connected to the electrically conductive surface through an electrode. 10. The condition monitoring system of claim 2 wherein said cables are each integrated with said covering. 11. The condition monitoring system of claim 1 and further comprising fastening means to secure said covering to the article when installed. 12. The condition monitoring system of claim 5 wherein the monitoring system further comprises a non-transitory readable medium, a processor, and a display device. 13. The condition monitoring system of claim 1 wherein said covering protects the article from electromagnetic interference when installed around the article.
