The invention claimed is: 1. An enclosed switchboard comprising a housing which includes: a circuit breaker compartment which contains circuit breakers stacked in upper and lower stages; a busbar compartment which contains busbars connected to each of said circuit breakers; and an upper stage cable compartment located above a lower stage cable compartment, each of the upper stage and lower stage cable compartments contains cables connected to each of said circuit breakers, said busbar compartment and said upper stage and lower stage cable compartments being arranged behind said circuit breaker compartment, wherein said housing is arranged in plural rows and includes air heat insulation layers for shielding heat, each of said air heat insulation layers being provided: between both adjacent side walls of said housings disposed in parallel; on a ceiling portion of said circuit breaker compartment; on a partition portion between said circuit breakers stacked in upper and lower stages; on a partition portion between said upper stage cable compartment and said lower stage cable compartment; and on a back wall portion of said circuit breaker compartment, the back wall portion coming into contact with said busbar compartment and either one or both of said upper stage and lower stage cable compartments. 2. The enclosed switchboard according to claim 1 , further comprising metallic barriers disposed between a main circuit and a control circuit of said circuit breaker in said circuit breaker compartment, whereby said control circuit is protected by blocking flames of a fire disaster occurred in said main circuit. 3. The enclosed switchboard according to claim 2 , wherein said main circuit and said control circuit of said circuit breaker in said upper stage are arranged at a higher level than a lower end of said busbar compartment. 4. The enclosed switchboard according to claim 1 , wherein the entire partition portion between said upper stage cable compartment and said lower stage cable compartment is below the partition portion between said circuit breakers stacked in upper and lower stages.
