The invention claimed is: 1. A gas barrier laminate having: a gas barrier layer (B) formed on at least one surface of a plastic base material, the gas barrier layer (B) comprising a polycarboxylic acid polymer, and containing 0.10 to 1.4% by weight of a monovalent metal element, at least not less than 5.0% by weight of a polyvalent metal element, and 0.01 to 3.0% by weight of a nitrogen element per the total weight of nitrogen and carbon, and a layer (A) that contains an isocyanate compound having at least two isocyanate groups in a molecule thereof, the layer (A) being formed between the plastic base material and the gas barrier layer (B); wherein a region (a) free of the alkaline compound of a polyvalent metal is formed in the layer (A) on the side of the gas barrier layer (B), and the content of nitrogen in the region (a) is larger than the content of nitrogen in the layer (A) other than the region (a). 2. The gas barrier laminate according to claim 1 , wherein said polycarboxylic acid polymer is a poly(meth)acrylic acid. 3. The gas barrier laminate according to claim 1 , wherein said monovalent metal element is sodium or potassium. 4. The gas barrier material laminate according to claim 1 , wherein said polyvalent metal element is calcium or magnesium. 5. The gas barrier laminate according to claim 1 , wherein the content of nitrogen per the total amount of carbon, oxygen and nitrogen in the surface layer is not less than 1 atom %. 6. The gas barrier laminate according to claim 1 , wherein said layer (A) contains an alkaline compound of a polyvalent metal. 7. The gas barrier laminate according to claim 1 , wherein said alkaline compound of a polyvalent metal comprises at least one of a carbonate of calcium or magnesium, or a hydroxide thereof. 8. The gas barrier laminate according to claim 1 , wherein said isocyanate compound is a combination of a straight-chain aliphatic isocyanate compound and an alicyclic isocyanate compound having an alicyclic ring structure in the skeleton thereof. 9. The gas barrier laminate according to claim 8 , wherein said aliphatic isocyanate compound has an isocyanurate structure.
