The apparatus includes a processor. The processor is configured to determine whether to redistribute traffic, generate a message upon determining traffic is to be redistributed, the message including cell priority values, the cell priority values including a priority value for each of a plurality of carriers, and transmit the message to the one or more user equipment.

We claim: 1. A wireless user equipment comprising: a processor, the processor configured to, determine whether the user equipment is in an idle mode, and reselect a carrier for the user equipment based on determining the user equipment is in an idle mode and further based on a set of cell probability values, the set of cell probability values including a cell probability value for each of a plurality of carriers, the cell probability values indicating a probability of reselecting a new carrier, the reselecting including, generating percentage ranges based on the cell probability values, each percentage range including a plurality of percentage values, assigning one of the percentage ranges to each carrier of the plurality of carriers associated with the user equipment, generating a random value, the random value being a percentage value, and associating the user equipment with a target carrier, of the plurality of carriers, if the random value is a percentage value that is one of a plurality of percentage values included within a percentage range associated with the target carrier. 2. The user equipment of claim 1 , wherein the processor is further configured to generate a cell priority value in response to determining the user equipment is in an idle mode, the cell priority value being within a range of carrier reselection priority values, the carrier reselection priority values being based on a probability of reselecting a new carrier, and reselect the carrier for the user equipment according to the cell priority value, based on associating with a target carrier when the cell priority value is greater than the serving carrier priority value and is less than or equal to a target carrier priority value. 3. The user equipment of claim 2 , wherein the processor is configured to reselect the carrier for the user equipment according to the cell priority value, based on, remaining associated with a serving carrier when the cell priority value is less than or equal to the serving carrier priority value, and remaining associated with the serving carrier when the cell priority value is greater than all carrier priority values. 4. The user equipment of claim 2 , wherein the processor is configured to reselect the carrier for the user equipment according to the cell priority value, based on, determining whether the user equipment has an assigned absolute priority, and following a separate procedure when the user equipment has an assigned absolute priority. 5. The user equipment of claim 2 , wherein the processor is configured to generate the cell priority value based on, generating the cell priority value such that the cell priority value is a random integer value in the range of carrier reselection priority values. 6. A wireless user equipment comprising: a processor, the processor configured to, receive a reselection message including at least a set of cell probability values, the set of cell probability values including a cell probability value for each carrier of a plurality of carriers, the cell probability values indicating a probability of reselecting a new carrier, and reselect a carrier for the user equipment based on the set of cell probability values, the reselecting including, generating percentage ranges based on the cell probability values, each percentage range including a plurality of percentage values, assigning one of the percentage ranges to each carrier of a plurality of carriers associated with the user equipment, generating a random value, the random value being a percentage value, and associating the user equipment with a target carrier, of the plurality of carriers, if the random value is a percentage value that is one of a plurality of percentage values included within a percentage range associated with the target carrier. 7. The user equipment of claim 6 , wherein, the reselection message includes a set of cell priority values, and the processor is configured to reselect a carrier for the user equipment according to the set of cell priority values, based on, determining a priority value stored in a memory associated with the user equipment, and associating the user equipment with a target carrier when the priority value is greater than a serving carrier priority value and is less than or equal to a target carrier priority value. 8. The user equipment of claim 7 , wherein the processor is configured to reselect the carrier for the user equipment according to the set of cell priority values, based on, remaining associated with a serving carrier when the priority value is less than or equal to the serving carrier priority value, and remaining associated with the serving carrier when the priority value is greater than all carrier priority values. 9. The user equipment of claim 7 , wherein the processor is configured to reselect the carrier for the user equipment according to the set of cell priority values, based on, determining whether the user equipment has an assigned absolute priority, and remaining associated with the serving carrier when the user equipment has an assigned absolute priority. 10. A wireless user equipment comprising: a processor configured to, determine whether the user equipment is in an idle mode, and reselect a carrier for the user equipment based on determining the user equipment is in an idle mode and further based on a set of cell probability values, the set of cell probability values including a carrier probability value for each carrier of a plurality of carriers, the cell probability values being randomly generated, the reselecting including, generating percentage ranges based on the carrier probability values, each percentage range including a plurality of percentage values, assigning one of the percentage ranges to each carrier of the plurality of carriers associated with the user equipment, generating a random value, the random value being a percentage value, and associating the user equipment with a target carrier, of the plurality of carriers, if the random value is a percentage value that is one of a plurality of percentage values included within a percentage range associated with the target carrier. 11. The user equipment of claim 10 , wherein the processor is configured to generate a priority value in response to determining the user equipment is in an idle mode, the priority value being within a range of carrier reselection priority values, the priority value being randomly generated, and reselect the carrier for the user equipment according to the priority value, based on associating with a target carrier when the priority value is greater than the serving carrier priority value and is less than or equal to a target carrier priority value within the range of carrier reselection priority values. 12. The user equipment of claim 11 , wherein the processor is configured to reselect the carrier for the user equipment according to the priority value, based on, remaining associated with a serving carrier when the priority value is less than or equal to the serving carrier priority value, and remaining associated with the serving carrier when the priority value is greater than all carrier priority values within the range of carrier reselection priority values. 13. The user equipment of claim 11 , wherein the processor is configured to reselect the carrier for the user equipment according to the priority value, based on, determining whether the user equipment has an assigned absolute priority, and following a separate procedure when the user equipment has an assigned absolute priority. 14.
