What is claimed is: 1. A personal care article, comprising: a compliant personal care composition; a water penetrable first substrate adjacent to the composition; and a chamber adjacent to both the compliant personal care composition and the water penetrable first substrate; wherein the composition is greater than 3500 wt. %, by weight of total substrate. 2. The personal care article of claim 1 , wherein the composition has a compliance of about 1.5 kg/mm or less. 3. The personal care article of claim 1 , wherein the first substrate surrounds the composition. 4. The personal care article of claim 1 , further comprising a second substrate adjacent to the first substrate. 5. The personal care article of claim 3 , wherein the second substrate at least partially surrounds the first substrate which at least partially surrounds the composition. 6. The personal care article of claim 1 , wherein the first substrate is fibrous. 7. The personal care article of claim 1 , wherein the article has a consumption rate of about 1.5 g/use to about 15 g/use. 8. The personal care article of claim 1 , wherein the first substrate has a water flux rate of 20 cm 3 /cm 2 /s or more. 9. The personal care article of claim 1 , wherein the composition is in the form of pellets, bar, paste, gel, or a combination thereof. 10. A personal cleansing article, comprising: a compliant personal cleansing composition having a first side and a second side; a first water penetrable substrate adjacent to one side of the personal cleansing composition; a second substrate adjacent to the other side of the personal cleansing composition; a first water insoluble substrate adjacent to the first substrate, a second water insoluble substrate adjacent to the second substrate; and a chamber adjacent to the compliant personal cleansing composition and at least one of the first substrate and second substrate; wherein the composition has a compliance of about 0.03 to about 1.50 kg/mm. 11. The personal cleansing article of claim 10 , wherein the first and second substrates form a pouch around the cleansing composition. 12. The personal cleansing article of claim 11 , wherein the composition is greater than 3,500 wt %, by weight of the total substrate. 13. The personal cleansing article of claim 11 , wherein the composition is greater than 4,000 wt %, by weight of the total substrate. 14. The personal care article of claim 13 , wherein at least one of the first or second substrates has a water flux rate of 20 cm 3 /cm 2 /s or more. 15. The personal care article of claim 14 , wherein the article has a consumption rate of about 1.5 g/use to about 15 g/use. 16. A compliant personal care article, comprising: about 4000 wt. % or more, by weight of total substrate, of a personal care composition; a first substrate surrounding the personal care composition and having a water flux rate of about 0.1 cm 3 /cm 2 /s to about 60 cm 3 /cm 2 /s; a second substrate surrounding the first substrate and having a water flux rate of about 0.1 cm 3 /cm 2 /s to about 60 cm 3 /cm 2 /s; and a chamber between the personal care composition and the first substrate; wherein the personal care article has a consumption rate of about 0.05 gm/use to about 20 gm/use. 17. The compliant personal care article of claim 16 , wherein the composition has a compliance of about 1.50 kg/mm or less. 18. The compliant personal care article of claim 17 , wherein the composition is greater than 5000 wt. %, by weight of total substrate. 19. The compliant personal care article of claim 18 , wherein the first substrate comprises a batting. 20. The compliant personal care article of claim 19 , wherein the article is used for cleansing the skin, cleansing the hair, shave preparation, post shave treatment, or a combination thereof.
