The invention claimed is: 1. An organic electroluminescent device comprising: a substrate; an organic electroluminescent element; and a photocatalyst layer; wherein the organic electroluminescent element includes: a first conductive layer provided on the substrate, an organic electroluminescent layer disposed on the first conductive layer, and a second conductive layer disposed on the organic electroluminescent layer; wherein the photocatalyst layer covers at least part of a light-emitting region of the organic electroluminescent element and contains a photocatalyst and a co-catalyst; and wherein an absolute value of the difference (|R1−R2|) between the refractive index (R1) of the photocatalyst and the refractive index (R2) of the co-catalyst at a wavelength of 589 nm has a value in a range from 0 to 0.35. 2. The organic electroluminescent device according to claim 1 , wherein the photocatalyst layer exhibits photocatalytic activity when exposed to visible light. 3. The organic electroluminescent device according to claim 1 , wherein the photocatalyst contains tungsten oxide, and the co-catalyst contains cerium oxide. 4. The organic electroluminescent device according to claim 3 , wherein the tungsten oxide is tungsten(VI) oxide, and the cerium oxide is cerium(IV) oxide. 5. The organic electroluminescent device according to claim 3 , wherein the cerium oxide is a doped-type co-catalyst doped with tin (Sn) within the molecule. 6. The organic electroluminescent device according to claim 1 , wherein the photocatalyst contains titanium(IV) oxide, and wherein the co-catalyst contains copper(I) oxide or copper(II) oxide and is supported on the photocatalyst. 7. The organic electroluminescent device according to claim 1 , wherein the photocatalyst layer is disposed on the organic electroluminescent element, and wherein the organic electroluminescent element is top-emission type. 8. The organic electroluminescent device according to claim 1 , wherein the organic electroluminescent element further includes a translucent insulating layer on the second conductive layer, and the photocatalyst layer is provided on the insulating layer. 9. A refrigerator comprising the organic electroluminescent device of claim 1 .
