Methods and apparatuses are provided for transmitting data. An index of a first resource block is obtained from a scheduling grant. A user equipment determines a value related to hopping based on a sequence generated by cell specific information. The user equipment determines a value related to mirroring based on the sequence generated by the cell specific information. The user equipment determines a second resource block for uplink transmission by the index of the first resource block, the value related to hopping, and the value related to mirroring.

What is claimed is: 1. A method for transmitting data, the method comprising the steps of: obtaining, by a user equipment, an index of a first resource block from a scheduling grant; determining, by the user equipment, a value related to hopping based on a sequence generated by cell information; determining, by the user equipment, a value related to mirroring based on the sequence generated by the cell information; and determining, by the user equipment, a second resource block for uplink transmission by the index of the first resource block, the value related to hopping, and the value related to mirroring. 2. The method of claim 1 , wherein the value related to hopping and the value related to mirroring are determined in a subframe, if inter-subframe hopping is set. 3. The method of claim 2 , wherein the subframe is for one hybrid automatic repeat request (HARQ) process. 4. The method of claim 1 , wherein the value related to hopping and the value related to mirroring are determined in a slot, if intra-subframe and inter-subframe hopping are set. 5. The method of claim 1 , wherein a number of resource blocks in one subband is determined by a number of subbands. 6. The method of claim 1 , wherein the second resource block for uplink transmission is determined based on a summation of the index of the first resource block and a value derived by multiplying the value related to hopping and a number of resource blocks in one subband. 7. An apparatus for transmitting data, the apparatus comprising: a receiver configured to receive a scheduling grant; and a controller configured to obtain the index of the first resource block from the scheduling grant, determine a value related to hopping based on a sequence generated by cell information, determine a value related to mirroring based on the sequence generated by the cell information, and determine a second resource block for uplink transmission by the index of the first resource block, the value related to hopping, and the value related to mirroring. 8. The apparatus of claim 7 , wherein the value related to hopping and the value related to mirroring are determined in a subframe, if inter-subframe hopping is set. 9. The apparatus of claim 8 , wherein the subframe is for one hybrid automatic repeat request (HARQ) process. 10. The apparatus of claim 7 , wherein the value related to hopping and the value related to mirroring are determined in a slot, if intra-subframe and inter-subframe hopping are set. 11. The apparatus of claim 7 , wherein a number of resource blocks in one subband is determined by a number of subbands. 12. The apparatus of claim 7 , wherein the second resource block for uplink transmission is determined based on a summation of the index of the first resource block and a value derived by multiplying the value related to hopping and a number of resource blocks in one subband. 13. A method for receiving data, the method comprising the steps of: transmitting a scheduling grant; determining a value related to hopping based on a sequence generated by cell information; determining a value related to mirroring based on the sequence generated by the cell information; and determining a second resource block for uplink transmission by an index of a first resource block obtained from the scheduling grant, the value related to hopping, and the value related to mirroring. 14. The method of claim 13 , wherein the value related to hopping and the value related to mirroring are determined in a subframe, if inter-subframe hopping is set. 15. The method of claim 14 , wherein the subframe is for one hybrid automatic repeat request (HARQ) process. 16. The method of claim 13 , wherein the value related to hopping and the value related to mirroring are determined in a slot, if intra-subframe and inter-subframe hopping are set. 17. The method of claim 13 , wherein a number of resource blocks in one subband is determined by a number of subbands. 18. The method of claim 13 , wherein the second resource block for uplink transmission is determined based on a summation of the index of the first resource block and a value derived by multiplying the value related to hopping and a number of resource blocks in one subband. 19. An apparatus for transmitting data, the apparatus comprising: a transmitter configured to transmit a scheduling grant; and a controller configured to determine a value related to hopping based on a sequence generated by cell information, determine a value related to mirroring based on the sequence generated by the cell information, and determine a second resource block for uplink transmission by an index of a first resource block obtained from the scheduling grant, the value related to hopping, and the value related to mirroring. 20. The apparatus of claim 19 , wherein the value related to hopping and the value related to mirroring are determined in a subframe, if inter-subframe hopping is set. 21. The apparatus of claim 20 , wherein the subframe is for one hybrid automatic repeat request (HARQ) process. 22. The apparatus of claim 19 , wherein the value related to hopping and the value related to mirroring are determined in a slot, if intra-subframe and inter-subframe hopping are set. 23. The apparatus of claim 19 , wherein a number of resource blocks in one subband is determined by a number of subbands. 24. The apparatus of claim 19 , wherein the second resource block for uplink transmission is determined based on a summation of the index of the first resource block and a value derived by multiplying the value related to hopping and a number of resource blocks in one subband.
