What is claimed is: 1. A band forming module comprising: a. a first web guide; b. a pair of feed rollers; c. a second web guide; d. a scissor mechanism; and e. a mandrel having a vertical direction, a horizontal direction, a circumferential surface and a vacuum hole pattern thereon wherein the vacuum hole pattern encircles the mandrel and wherein the vacuum hole pattern comprises: i. a first portion comprising at least two rows of vacuum holes extending in the horizontal direction and a row of vacuum holes extending in the vertical direction wherein the row of vacuum holes extending in the vertical direction comprises at least three vacuum holes and is positioned to a first side, in the horizontal direction of the mandrel, of the vacuum holes extending in the horizontal direction and wherein a first of the at least two rows of vacuum holes extending in the horizontal direction is positioned in proximity to the uppermost vacuum hole in the row of vacuum holes extending in the vertical direction and a second of the vacuum holes extending in the horizontal direction is positioned in proximity to the lowermost vacuum hole in the row of vacuum holes extending in the vertical direction wherein a portion of the mandrel surface between the rows of vacuum holes extending in the horizontal direction contains no vacuum holes; and ii. a second portion comprising a row of vacuum holes extending in the horizontal direction wherein the second portion of vacuum holes is positioned to a second side, in the horizontal direction of the mandrel, of the rows of vacuum holes extending in the horizontal direction of the first portion of vacuum holes and wherein the row of vacuum holes extending in the horizontal direction of the second portion of the vacuum hole pattern is positioned in proximity to the portion of the mandrel surface between the two rows of vacuum holes extending in the horizontal direction which contains no vacuum holes. 2. The band forming module of claim 1 wherein the mandrel is capable of rotation of 360°. 3. The band forming module of claim 1 wherein the mandrel comprises at least one end which is hollow. 4. The band forming module of claim 1 wherein the mandrel is connected to a vacuum. 5. The band forming module of claim 1 further comprising a servo motor for driving at least one of the feed rollers. 6. The band forming module of claim 1 further comprising a bonding mechanism. 7. A band forming module comprising: a. a first web guide; b. a pair of feed rollers; c. a second web guide; d. a compressed air supply source; e. a scissor mechanism; and f. a mandrel having a vertical direction, a horizontal direction, a circumferential surface and a vacuum hole pattern thereon wherein the vacuum hole pattern encircles the mandrel and wherein the vacuum hole pattern comprises: i. a first portion comprising at least two rows of vacuum holes extending in the horizontal direction and a row of vacuum holes extending in the vertical direction wherein the row of vacuum holes extending in the vertical direction comprises at least three vacuum holes and is positioned to a first side, in the horizontal direction of the mandrel, of the vacuum holes extending in the horizontal direction and wherein a first of the at least two rows of vacuum holes extending in the horizontal direction is positioned in proximity to the uppermost vacuum hole in the row of vacuum holes extending in the vertical direction and a second of the vacuum holes extending in the horizontal direction is positioned in proximity to the lowermost vacuum hole in the row of vacuum holes extending in the vertical direction wherein a portion of the mandrel surface between the rows of vacuum holes extending in the horizontal direction contains no vacuum holes; and ii. a second portion comprising a row of vacuum holes extending in the horizontal direction wherein the second portion of vacuum holes is positioned to a second side, in the horizontal direction of the mandrel, of the rows of vacuum holes extending in the horizontal direction of the first portion of vacuum holes and wherein the row of vacuum holes extending in the horizontal direction of the second portion of the vacuum hole pattern is positioned in proximity to the portion of the mandrel surface between the two rows of vacuum holes extending in the horizontal direction which contains no vacuum holes. 8. The band forming module of claim 7 wherein the mandrel is capable of rotation of 360°. 9. The band forming module of claim 7 wherein the mandrel comprises at least one end which is hollow. 10. The band forming module of claim 7 wherein the mandrel is connected to a vacuum. 11. The band forming module of claim 7 further comprising a servo motor for driving at least one of the feed rollers. 12. The band forming module of claim 7 further comprising a bonding mechanism.
