The invention claimed is: 1. An electrochemical cell comprising: a hollow container having a bottom portion, wherein the bottom portion is provided with via holes; a plurality of via wires each provided in one of the via holes, wherein each via wire has an end surface that faces an interior of the hollow container, and wherein the via wires are made of tungsten or molybdenum; an outer terminal formed on an outer bottom surface of the hollow container; a seal ring bonded to an open portion of the hollow container; a lid joined to the seal ring, wherein the open portion of the hollow container is closed by the lid; a protective film provided on an inner bottom surface of the hollow container, wherein the protective film entirely covers all the end surfaces of the via wires together with portions of the inner bottom surface each of which is a periphery of one of the via wires; and a pair of electrodes and an electrolyte, wherein the hollow container, the seal ring, and the lid define a space for accommodating the pair of electrodes and the electrolyte, wherein the hollow container is made of ceramic, wherein the seal ring and the lid are made of metal, wherein the electrolyte is in the form of a liquid or a gel, wherein the protective film is made of a material different from that of the via wires and having greater corrosion resistance than that of the via wires when coming into contact with the electrolyte, wherein the end surface of each via wire is electrically connected to one of the pair of electrodes through the protective film, and wherein the bottom portion of the hollow container includes interlayer wires formed therein, and wherein the via wires are connected to the interlayer wires and are electrically connected to the outer terminal through the interlayer wires. 2. The electrochemical cell according to claim 1 , wherein the protective film is made of aluminum. 3. The electrochemical cell according to claim 1 , wherein each via wire is connected to a different one of the interlayer wires formed in the bottom portion and is electrically connected to the outer terminal through the same interlayer wire. 4. The electrochemical cell according to claim 1 , wherein the bottom portion of the hollow container includes a first bottom portion and a second bottom portion formed on the first bottom portion, wherein thee interlayer wires extend between the first bottom portion and the second bottom portion, and wherein the first bottom portion, the second bottom portion, the interlayer wires, and the via wires are formed by sintering together. 5. The electrochemical cell according to claim 1 , wherein each interlayer wire includes a first part extending in a first direction and a second part extending in a second direction intersecting the first direction, wherein the first part of each interlayer wire extends from a point at which the interlayer wire is connected to one of the via wires, toward a peripheral surface of the bottom portion, and wherein the second part of each interlayer wire extends from a point at which the wire is connected to the outer terminal until the second part intersects the first part of the same interlayer wire. 6. The electrochemical cell according to claim 1 , wherein the inner bottom surface of the hollow container has a center, and the via wires are arranged near the center of the inner bottom surface. 7. The electrochemical cell according to claim 1 , wherein the hollow container is made of ceramic containing at least one selected from the group consisting of alumina, silicon nitride, zirconium, silicon carbide, aluminum nitride, mullite, and a composite of these materials. 8. The electrochemical cell according to claim 1 , wherein the interlayer wires are made of at least one selected from the group consisting of tungsten, molybdenum, nickel, gold, and a composite of these materials and are formed by a single layer or a plurality of layers. 9. The electrochemical cell according to claim 1 , wherein the seal ring is made of an iron-based alloy including 29% by mass nickel and 17% by mass cobalt. 10. The electrochemical cell according to claim 1 , wherein the lid is made of an iron-based alloy including 29% by mass nickel and 17% by mass cobalt.
