What is claimed: 1. A NO reducing catalytic structure, comprising: a first oxide of WO 3 ; a second oxide of CeO 2 —ZrO 2 ; and a zeolite, wherein the first oxide, namely WO 3 , and the second oxide, namely CeO 2 and ZrO 2 , are expressed as WO 3 —CeO 2 —ZrO 2 , and the second oxide, namely CeO 2 and ZrO 2 , is a solid solution of CeO 2 and ZrO 2 , wherein the catalyst structure is substantially free of platinum, palladium, and rhodium, and wherein an external layer of the catalytic structure comprises a mixture of the first oxide and the second oxide without zeolite on a layer comprising the zeolite. 2. The catalytic structure of claim 1 wherein the catalytic structure reduces NO x gas by at least 30% at a temperature of 200° C. to 600° C. 3. The catalytic structure of claim 1 wherein the catalytic structure reduces NO x gas by at least 30% at a temperature of greater than or equal to 200° C. 4. The catalytic structure of claim 1 wherein at least part of the catalytic structure is in the form of a honeycomb body comprising a matrix of walls. 5. The catalytic structure of claim 1 , further comprising a body, and wherein the zeolite is chosen from ZSM-5. 6. The catalytic structure of claim 5 wherein the body comprises a plurality of walls defining a plurality of parallel channels. 7. The catalytic structure of claim 6 wherein the body is honeycomb shaped. 8. The catalytic structure of claim 6 wherein the walls of the body comprise an external layer comprised of WO 3 —CeO 2 —ZrO 2 . 9. The catalytic structure of claim 6 wherein the walls of the body are substantially comprised of the zeolite. 10. The catalytic structure of claim 9 wherein the walls of the body are coated with a layer of WO 3 —CeO 2 —ZrO 2 . 11. The catalytic structure of claim 6 wherein the walls of the body are substantially comprised of a mixture of WO 3 —CeO 2 —ZrO 2 and the zeolite. 12. The catalytic structure of claim 11 wherein the walls of the body are formed from extrusion of the mixture. 13. The catalytic structure of claim 6 wherein the walls of the body are comprised of ceramic, metal, or a combination thereof. 14. The catalytic structure of claim 13 wherein the walls of the body are coated with a layer of the zeolite and a layer of WO 3 —CeO 2 —ZrO 2 . 15. The catalytic structure of claim 13 wherein the walls of the body comprise cordierite, aluminum titanate, mullite, silicon carbide, silicon nitride, or mixtures thereof.
