In at least one embodiment, a lighting system includes a link path power dissipation circuit to actively and selectively control power dissipation of excess energy in a switching power converter of the lighting system. The link path power dissipation circuit dissipates power through a link path of the switching power converter by controlling a link current of the switching power converter. In at least one embodiment, the controller controls the link path power dissipation circuit to limit the link current with a current source and dissipate power in the current source. In at least one embodiment, the link path power dissipation circuit includes a switch to limit the link current and dissipate power in the link path.

What is claimed is: 1. An apparatus comprising: an active circuit to dissipate excess power in a link path of a switching power converter when the switching power converter receives more energy during a period of time than an amount of energy to be provided to a load coupled to the switching power converter plus inherent energy losses, wherein the excess power comprises power received by the switching power converter to prevent a premature disconnection of a phase-cut dimmer. 2. The apparatus of claim 1 wherein the active circuit comprises: a resistor coupled to a link capacitor of the switching power converter; and a control circuit to dissipate energy through the resistor when the control circuit determines the switching power converter receives more energy than an amount of energy to be provided to a load coupled to the switching power converter plus inherent energy losses of the switching power converter. 3. The apparatus of claim 2 wherein the control circuit comprises: a switch coupled to the resistor; a comparator having an output terminal coupled to the coupled to the switch, a first input terminal to sample a link voltage of the switching power converter, and a second input terminal to receive a reference voltage, wherein the comparator is configured to cause the switch to conduct when the link voltage is greater than the reference voltage and, when the switch conducts, energy in the link path of the switching power converter is dissipated through the resistor. 4. The apparatus of claim 2 wherein the control circuit comprises: a switch coupled to the resistor; wherein the control circuit is configured to turn the switch ‘on’ and ‘off’ to dissipate the power in the link path of the switching power converter when the switching power converter receives more energy than an amount of energy to be provided to a load coupled to the switching power converter plus inherent power losses in the switching power converter. 5. The apparatus of claim 4 wherein the control circuit is configured to control a duty cycle of the switch to control the dissipation of power. 6. The apparatus of claim 1 wherein the active circuit comprises: a resistor coupled to a link capacitor of the switching power converter; a switch coupled to the resistor; and a control circuit to dissipate energy through the resistor, the switch, or through both the resistor and the switch when the control circuit determines the switching power converter receives more energy than an amount of energy to be provided to a load coupled to the switching power converter plus inherent energy losses by the switching power converter. 7. The apparatus of claim 1 wherein the active circuit comprises: a degenerated, series coupled set of resistors coupled to a link capacitor of the switching power converter; and a control circuit to select a subset of the resistors to dissipate energy with the selected subset of the resistors when the control circuit determines the switching power converter receives more energy than an amount of energy to be provided to a load coupled to the switching power converter. 8. The apparatus of claim 1 wherein the active circuit comprises a device that draws a current while maintaining an approximately constant voltage. 9. The apparatus of claim 1 wherein the amount of energy to be provided to the load is an amount of energy used by a light emitting diode emulating a brightness output of an incandescent light. 10. A method comprising: receiving excess power in a switching power converter, wherein the excess power comprises power received by the switching power converter to prevent a premature disconnection of a phase-cut dimmer; and actively dissipating the excess power in a link path of a switching power converter when the switching power converter receives more energy than an amount of energy to be provided to a load coupled to the switching power converter plus inherent energy losses. 11. The method of claim 10 wherein the active circuit comprises: determining when the switching power converter receives more energy than an amount of energy to be provided to a load coupled to the switching power converter plus inherent power losses in the switching power converter; and controlling dissipation of the energy through a resistor. 12. The method of claim 11 wherein: determining when the switching power converter receives more energy than an amount of energy to be provided to a load coupled to the switching power converter plus inherent power losses in the switching power converter further comprises: sampling a link voltage of the switching power converter; receiving a reference voltage; and comparing the link voltage and the reference voltage; and controlling dissipation of the energy through a resistor further comprises: causing a switch to conduct when the link voltage is greater than the reference voltage and, when the switch conducts, energy in the link path of the switching power converter is dissipated through the resistor. 13. The method of claim 11 wherein actively dissipating power in a link path of a switching power converter further comprises: turning a switch ‘on’ and ‘off’ to dissipate the power in the link path of the switching power converter when the switching power converter receives more energy than an amount of energy to be provided to a load coupled to the switching power converter plus inherent power losses in the switching power converter. 14. The method of claim 13 further comprising: controlling a duty cycle of the switch to control the dissipation of power. 15. The method of claim 10 wherein the active circuit comprises: determining when the switching power converter receives more energy than an amount of energy to be provided to a load coupled to the switching power converter plus inherent energy losses by the switching power converter; and wherein actively dissipating power in a link path of the switching power converter comprises dissipating energy through a resistor, a switch coupled to the resistor, or through both the resistor and the switch when the switching power converter receives more energy than an amount of energy to be provided to a load coupled to the switching power converter plus inherent energy losses by the switching power converter. 16. The method of claim 10 wherein the active circuit comprises: determining when the switching power converter receives more energy than an amount of energy to be provided to a load coupled to the switching power converter plus inherent energy losses by the switching power converter; and selecting a subset of a degenerated, series coupled set of resistors coupled to a link capacitor of the switching power converter to dissipate energy with the selected subset of the resistors when the switching power converter receives more energy than an amount of energy to be provided to a load coupled to the switching power converter. 17. The method of claim 10 wherein the amount of energy to be provided to the load is an amount of energy used by a light emitting diode emulating a brightness output of an incandescent light. 18. An apparatus comprising: a load; a switching power converter coupled to the load; a controller coupled to the switching power converter, wherein the controller is configured to cause the switching power converter to receive excess power when an amount of power to be provided to the load plus inherent energy losses in the switching power converter is less than an amount of power received by the switching power converter that prevents a prematur
