To solve the above-mentioned problem, the method for transmitting and receiving a signal by user equipment (UE) through one or more cells, according to one embodiment of the present specification, comprises the steps of: receiving, from a base station, a first message indicating whether one or more cells usable by the UE are enabled; determining which cells to enable or disable on the basis of the first message; and enabling or disabling the selected cells. According to the embodiment of the present specification, by aggregating carriers amongst different base stations, a possibility for the UE to transmit and receive high-speed data through carrier aggregation can increase.

The invention claimed is: 1. A method of receiving information by a terminal in a communication system, the method including: receiving, from a first base station, a first message including first information of at least one serving cell to be configured associated with a second base station; receiving a second message including second information indicating activation or deactivation of at least one secondary cell(SCell); activating or deactivating at least one SCell associated with the first base station based on the second message if the second message is received from the first base station; and activating or deactivating at least one SCell associated with the second base station based on the second message if the second message is received from the second base station, wherein the at least one SCell associated with the second base station is identified based on the first message and the second information received from the second base station. 2. The method of claim 1 , wherein the second message includes one or more bits, each of the one or more bits indicating activating or deactivating the at least one SCell. 3. The method of claim 2 , wherein an index for the at least one SCell is corresponding to a bit position of the each of the one or more bits. 4. The method of claim 3 , wherein the index for the at least one SCell associated with the second base station is determined based on the index for the at least one SCell associated with the first base station. 5. The method of claim 1 , wherein one serving cell of the at least one serving cell associated with the second base station is always activated. 6. A terminal for receiving information in a communication system, the terminal including: a transceiver for transmitting and receiving a signal; and a controller configured to receive, from a first base station, a first message including first information of at least one serving cell to be configured associated with a second base station, to receive a second message including second information indicating activation or deactivation of at least one secondary cell(SCell), to activate or deactivate at least one SCell associated with the first base station based on the second message if the second message is received from the first base station, and to activate or deactivate at least one SCell associated with the second base station based on the second message if the second message is received from the second base station, wherein the at least one SCell associated with the second base station is identified based on the first message and the second information received from the second base station. 7. The terminal of claim 6 , wherein the second message includes one or more bits, each of the one or more bits indicating activating or deactivating the at least one SCell. 8. The terminal of claim 7 , wherein an index for the at least one SCell is corresponding to a bit position of the each of the one or more bits. 9. The terminal of claim 8 , wherein the index for the at least one SCell associated with the second base station is determined based on the index for the at least one SCell associated with the first base station. 10. The terminal of claim 6 , wherein one serving cell of the at least one serving cell associated with the second base station is always activated. 11. A base station for transmitting information in a communication system, the base station including: a transceiver for transmitting and receiving a signal; and a controller, to a terminal, configured to transmit a first message including first information of at least one serving cell to be configured associated with a second base station, and to transmit a second message including second information indicating activation or deactivation of at least one secondary cell(SCell) for activating or deactivating the at least one SCell associated with the first base station, wherein at least one SCell associated with the second base station is activated or deactivated based on a third message received from the second base station, and wherein the at least one SCell associated with the second base station is identified based on the first message and the third message received from the second base station. 12. The base station of claim 11 , wherein the second message or the third message includes one or more bits, each of the one or more bits indicating activating or deactivating the at least one SCell. 13. The base station of claim 12 , wherein an index for the at least one SCell is corresponding to a bit position of the each of the one or more bits. 14. The base station of claim 13 , wherein the index for the at least one SCell associated with the second base station is determined based on the index for the at least one SCell associated with the first base station. 15. The base station of claim 11 , wherein one serving cell of the at least one serving cell associated with the second base station is always activated.
