A waveguide polarization rotator includes a substrate having a surface and a waveguide coupled to the surface of the substrate and operable to support a light beam along a direction of beam propagation. The waveguide includes a slab having a support surface and a second surface opposing the support surface and a rib protruding from the second surface of the slab in a direction substantially normal to the surface of the substrate and extending along the direction of beam propagation. The rib includes a first portion extending to a first height above the second surface of the slab and a second portion adjacent to the first portion and extending to a second height above the second surface of the slab. The second height is less than the first height.

What is claimed is: 1. A waveguide polarization rotator for reciprocal polarization rotation comprising: a substrate comprising silicon; a waveguide comprising silicon operable to support a light beam along a direction of beam propagation, wherein the waveguide comprises: a slab having a support surface and a second surface opposing the support surface; and a rib protruding from the second surface of the slab in a direction substantially normal to a surface of the substrate and extending along the direction of beam propagation, wherein: the rib is of the same material as the slab; and the rib comprises: a first portion extending to a first height above the second surface of the slab and extending for a predetermined length, at the first height, in the direction of beam propagation; a second portion adjacent to the first portion and extending to a second height above the second surface of the slab, characterized by a width at the second height, and extending for the predetermined length, at the second height, in the direction of beam propagation, wherein the second height is less than the first height; and a third portion adjacent to the second portion and extending to a third height above the second surface of the slab, characterized by a width at the third height, and extending for the predetermined length, at the third height, in the direction of beam propagation, wherein the third height is less than the second height; the predetermined length is such that a polarization of a light beam propagating through the waveguide in the direction of beam propagation is rotated by a predetermined angle; and a beam of light propagating through the waveguide in reverse of the direction of beam propagation is rotated by an angle opposite of the predetermined angle; and an insulating layer disposed between the substrate and the waveguide, wherein the insulating layer comprises an oxide material. 2. The waveguide polarization rotator of claim 1 wherein the rib further comprises additional portions, each of the additional portions successively extending to progressively reduced heights less than the second height. 3. The waveguide polarization rotator of claim 2 wherein the additional portions are characterized by a width defined in a direction orthogonal to the normal to the surface of the substrate and the direction of beam propagation, wherein a height-to-width ratio for the second portion and the additional portions is defined by a height difference between adjacent portions divided by the width of the portion, wherein the height-to-width ratio is substantially constant. 4. The waveguide polarization rotator of claim 1 wherein the waveguide has a predetermined length such that a polarization of a light beam propagating through the waveguide is rotated by a predetermined angle. 5. The waveguide polarization rotator of claim 1 wherein the insulating layer comprises at least one of silicon oxide. 6. The waveguide polarization rotator of claim 1 wherein the slab, the first portion of the rib, and the second portion of the rib comprise silicon. 7. The waveguide polarization rotator of claim 1 wherein the slab has a width that is greater than a maximum width of the rib. 8. The waveguide polarization rotator of claim 1 further comprising a thermal source coupled to a top portion of the rib.
