We claim: 1. A soil-amendment composition for enhancing plant growth, the composition comprising: (a) an effective amount of a treated glycerin composition, wherein the treated glycerin composition is treated by adding a carboxylic acid to a glycerin composition comprising glycerin obtained from vegetable or animal oils or fats, and wherein the treated glycerin composition is further treated by adding a phosphorus-containing acid; and (b) an effective amount of a glycerin-soluble nitrogen source. 2. The composition of claim 1 , wherein the carboxylic acid is selected from a group consisting of acetic acid, propionic acid, butyric acid, valeric acid, citric acid or a mixture thereof. 3. The composition of claim 1 , wherein the glycerin is obtained from vegetable oils or fats. 4. The composition of claim 1 , wherein the glycerin is obtained from animal oils or fats. 5. The composition of claim 1 , wherein the treated glycerin composition has a pH of about 4.0-8.0. 6. The composition of claim 1 , wherein the treated glycerin composition has a pH of about 4.0-6.8. 7. The composition of claim 1 , wherein the nitrogen source comprises urea. 8. The composition of claim 1 , wherein the phosphorus-containing acid is phosphoric acid. 9. The composition of claim 1 , wherein the phosphorus-containing acid is phosphorous acid. 10. The composition of claim 1 , further comprising assimilable potassium. 11. The composition of claim 1 , further comprising sulfur. 12. The composition of claim 1 , wherein the treated glycerin composition is further treated by adding sulfuric acid. 13. The composition of claim 1 , wherein the treated glycerin composition is further treated by reacting the composition with sodium bisulfate or potassium bisulfate. 14. A method for enhancing plant growth comprising applying the soil-amendment composition of claim 1 to soil. 15. The method of claim 14 , comprising applying the composition at an application rate of about 1 ml/kg soil.
