What is claimed is: 1. A bicycle stem comprising: a tubular main body portion that includes an internal cavity, and a first outer casing holder configured to hold an end of a first outer casing, wherein the first outer casing holder is disposed in the internal cavity, wherein the first outer casing holder defines a first axis that extends in a longitudinal direction of the main body portion, and wherein the first outer casing holder is disposed at a first location on or in the stem, a second outer casing holder configured to hold an end of a second outer casing, wherein the second outer casing holder defines a second axis, wherein the first axis and the second axis are not parallel, wherein the second outer casing holder is disposed at a second location on or in the stem, and wherein the first location is spaced from the second location, a tunnel that extends from the first outer casing holder through which an inner cable is configured to pass, wherein a diameter of the first outer casing holder is larger than a diameter of the tunnel a steering column fixing member, and a connecting portion connecting the steering column fixing member and an end portion of the main body portion, wherein the second outer casing holder is disposed at the connecting portion. 2. The bicycle stem of claim 1 wherein the first and second outer casing holders are disposed in or on the stem and are configured to guide the inner cable therebetween. 3. The bicycle stem of claim 1 wherein when the first and second outer casing holders hold the ends of the first and second outer casings, the inner cable extends between the first and second outer casing holders and forms a bend therebetween. 4. The bicycle stem of claim 1 wherein the steering column fixing member has a fixing opening that defines a center axis, and wherein the second outer casing holder extends substantially in a direction of the center axis of the fixing opening. 5. The bicycle stem of claim 1 further comprising an inner cable guiding member disposed in the internal cavity, wherein the first outer casing holder and the tunnel are defined in the inner cable guiding member, and wherein the difference in diameters of the first outer casing holder and the tunnel defines a step that is configured to be abutted by the first outer casing. 6. A bicycle stem comprising: a tubular main body portion that includes an internal cavity, a first outer casing holder configured to hold an end of a first outer casing, wherein the first outer casing holder is disposed in the internal cavity, wherein the first outer casing holder defines a first axis that extends in a longitudinal direction of the main body portion, a second outer casing holder configured to hold an end of a second outer casing, wherein the second outer casing holder defines a second axis, and wherein the first axis and the second axis are not parallel, a tunnel that extends from the first outer casing holder through which an inner cable is configured to pass, wherein a diameter of the first outer casing holder is larger than a diameter of the tunnel, and an inner cable guiding member disposed in the internal cavity, wherein the inner cable guiding member defines the inner cable path between the first and the second outer casing holders. 7. The bicycle stem of claim 6 wherein at least one of the first and second outer casing holders is integral with the inner cable guiding member. 8. The bicycle stem of claim 6 wherein the inner cable path is a tunnel that extends through the inner cable guiding member between the first and second outer casing holders. 9. A bicycle stem comprising: a tubular main body portion that includes an internal cavity, a first outer casing holder configured to hold an end of a first outer casing, wherein the first outer casing holder is disposed in the internal cavity and extends in a longitudinal direction of the main body portion, a second outer casing holder configured to hold an end of a second outer casing, and an inner cable guiding member disposed in the internal cavity, wherein the inner cable guiding member defines an inner cable path between the first and the second outer casing holders, and wherein the inner cable guiding member comprises a resin material, and the inner cable guiding member is separate from the main body portion. 10. The bicycle stem of claim 9 wherein the main body portion includes a recess defined in a periphery thereof, wherein the inner cable guiding member is disposed in the recess. 11. A bicycle stem comprising: a tubular main body portion that includes an internal cavity, a first outer casing holder configured to hold an end of a first outer casing, wherein the first outer casing holder is disposed in the internal cavity and extends in a longitudinal direction of the main body portion, a second outer casing holder configured to hold an end of a second outer casing, and an inner cable guiding member disposed in the internal cavity, wherein the inner cable guiding member defines an inner cable path between the first and the second outer casing holders, wherein the inner cable guiding member includes a groove defined therein that extends between the first and second outer casing holders, and wherein the groove includes the inner cable path and is configured to guide an inner cable therealong. 12. The bicycle stem of claim 11 wherein the main body portion includes an opening defined therethrough, wherein the opening is aligned with and communicates with the groove of the inner cable guiding member. 13. A bicycle stem comprising: a tubular main body portion that includes an internal cavity, a first outer casing holder configured to hold an end of a first outer casing, wherein the first outer casing holder is disposed in the internal cavity and extends in a longitudinal direction of the main body portion, a second outer casing holder configured to hold an end of a second outer casing, and an inner cable guiding member disposed in the internal cavity, wherein the inner cable guiding member defines an inner cable path between the first and the second outer casing holders, wherein the inner cable guiding member includes at least one fastening member that fastens the inner cable guiding member to the main body portion, and wherein the fastening member extends in a longitudinal direction of the main body portion. 14. The bicycle stem of claim 13 wherein the main body portion includes at least one abutting portion extending inwardly from an inner surface thereof, and wherein a collar portion of the inner cable guiding member abuts the abutting portion. 15. The bicycle stem of claim 14 , wherein the abutting portion includes a fastening opening for receiving the fastening member. 16. A bicycle stem comprising: a tubular main body portion that includes an internal cavity, a first outer casing holder configured to hold an end of a first outer casing, a second outer casing holder configured to hold an end of a second outer casing, wherein the first and second outer casing holders define first and second axes, respectively, and wherein the first and second axes are not parallel to one another, and an inner cable guiding member disposed in the internal cavity, wherein the inner cable guiding member defines an inner cable path between the first and the second outer casing holders, and wherein the inner cable guiding member is separate from the main body portion. 17. A bicycle stem comprising: a tubular main body portion that includes an internal cavity, a first outer casing holder configured to hold an end of a first
