The invention claimed is: 1. An information recording medium comprising: a first region that includes medium identification information indicating a structure of the information recording medium; a data region in which user data can be recorded or has been recorded; and a second region which is positioned between the first region and the data region, and includes control information indicating whether or not an apparatus can access a region on the information recording medium, wherein an area of the first region is greater than an area of the second region in size. 2. A method for reproducing the information recording medium according to claim 1 , the method comprising: a medium recognition step of recognizing medium identification information recorded in the first region; and a reproduction step of reproducing information recorded in the second region and/or information recorded in the data region.
