A method for performing outer loop power control in wireless communications includes initializing a time interval clock to count down a predetermined time interval; receiving and decoding a channel quality indicator (CQI) message; computing a decision metric value for each symbol in the decoded CQI message; determining whether the CQI message is erroneous; counting a number of erroneous CQI messages; and signaling a wireless/transmit receive unit to adjust an uplink transmission power on a condition that the time interval clock has expired and the number of erroneous CQI messages exceeds a threshold.

What is claimed is: 1. A method comprising: receiving, via a receiver, control channel transmissions; counting, by the counter circuit, a number of erroneously received control channel transmissions during the time interval; counting, by the counter circuit, a number of missed control channel transmissions during the time interval; and reporting, via a transmitter and the counting circuit, the number of erroneously received control channel transmissions, and the number of missed control channel transmissions. 2. The method of claim 1 , wherein the time interval is a fixed time interval. 3. The method of claim 1 , wherein the steps of counting and reporting are done periodically. 4. The method of claim 1 , further comprising: decoding, by a decoder circuit, the received control channel transmissions; and computing, by a processor, a decision metric value for each symbol in the decoded control channel transmissions; wherein whether a received control channel transmission is deemed erroneous is based on the decision metric values. 5. The method of claim 4 , wherein the control channel transmissions include channel quality index messages. 6. The method of claim 1 , wherein the control channel is a physical uplink control channel. 7. The method of claim 1 , wherein the control channel is a high speed dedicated control channel. 8. The method of claim 1 , wherein the method is performed by a base station and the control channel transmissions are received from a wireless transmit and receive unit. 9. An apparatus comprising: a receiver, wherein the receiver receives control channel transmissions; a counter circuit, wherein the counter circuit counts, during a time interval, a number of erroneously received control channel transmissions, and a number of missed control channel transmissions; and a transmitter and the counter circuit report the number of erroneously received control channel transmissions, and the number of missed control channel transmissions. 10. The apparatus of claim 9 , wherein the time interval is a fixed time interval. 11. The apparatus of claim 9 , wherein the counter circuit counts and the transmitter and the counter circuit reports periodically. 12. The apparatus of claim 9 , further comprising: a decoder circuit, wherein the decoder circuit decodes the received control channel transmissions; and a processor, wherein the processor computes a decision metric value for each symbol in the decoded control channel transmissions; wherein whether a received control channel transmission is deemed erroneous is based on the decision metric values. 13. The apparatus of claim 12 , wherein the control channel transmissions include channel quality index messages. 14. The apparatus of claim 9 , wherein the control channel is a physical uplink control channel. 15. The apparatus of claim 9 , wherein the control channel is a high speed dedicated control channel. 16. The apparatus of claim 9 , wherein the apparatus is a base station and the control channel transmissions are received from a wireless transmit and receive unit. 17. An apparatus comprising: a receiver, wherein the receiver receives control channel transmissions; a counter circuit, wherein the counter circuit counts a number of erroneously received control channel transmissions during the time interval; another counter circuit, wherein the another counter circuit counts a number of missed control channel transmissions during the time interval; and a transmitter, the counter circuit, and the another counter circuit report the values of said counter circuit, and said another counter circuit. 18. The apparatus of claim 17 , wherein the time interval is a fixed time interval. 19. The apparatus of claim 17 , wherein the counter and another counter circuits count and the transmitter, the counter circuit, and the another counter circuit reports periodically. 20. The apparatus of claim 17 , further comprising: a decoder circuit, wherein the decoder circuit decodes the received control channel transmissions; and a processor, wherein the processor computes a decision metric value for each symbol in the decoded control channel transmissions; wherein whether a received control channel transmission is deemed erroneous or not is based on the decision metric values. 21. The apparatus of claim 20 , wherein the control channel transmissions include channel quality index messages. 22. The apparatus of claim 17 , wherein the control channel is a physical uplink control channel. 23. The apparatus of claim 17 , wherein the control channel is a high speed dedicated control channel. 24. The apparatus of claim 17 , wherein the apparatus is a base station and the control channel transmissions are received from a wireless transmit and receive unit.
