A wireless communication system including a transmitting and receiving device that performs communications with the transmitting device, using a radio frame containing control information and data, wherein the transmitting device includes: a first generating unit that generates first control information able to be estimated by the receiving device; a second generating unit that generates second control information used for control of communication from the receiving device to the transmitting device and unable to be estimated by the receiving device; a multiplexing unit that multiplexes the control and data information so that the first control information is allocated in the control information and the second control information is allocated in the data in the radio frame; a transmitting unit a signal multiplexed by the multiplexing unit; the receiving device includes a receiving unit that receives the signal wherein the second control information is allocated in the data from the transmitting device.

What is claimed is: 1. A wireless communication system, comprising: a transmitting device; and a receiving device that performs communications with the transmitting device by using a radio frame containing a pilot signal, control information and data, the transmitting device including: a generator that generates control information other than the pilot signal, the control information including at least one of channel quality information, a modulation method and a coding rate, the control information used for control communication from the receiving device to the transmitting device, and the control information being able to be allocated to either a control channel or a data channel, wherein at least one portion of the control information is able to be allocated to both the control channel and the data channel; a multiplexer that multiplexes the control channel and the data channel so that a version of the at least one portion of the control information is carried in each of both the control channel and the data channel; and a transmitter that transmits a signal multiplexed by the multiplexer; and the receiving device including: a receiver that receives the multiplexed signal including the control information other than the pilot signal, the control information including at least one of channel quality information, a modulation scheme and a coding rate, and the control information is used for control of communication from the receiving device to the transmitting device. 2. A wireless communication method of communication performed by a transmitting device and a receiving device by using a radio frame containing a pilot signal, control information and data, the wireless communication method comprising: by the transmitting device: generating control information other than the pilot signal, the control information including at least one of channel quality information, a modulation method and a coding rate, the control information used for control of communication from the receiving device to the transmitting device, and the control information being able to be allocated to either a control channel or a data channel, wherein at least one portion of the control information is able to be allocated to be allocated to both the control channel and the data channel; multiplexing the control channel and the data channel so that a version of the at least one portion of the control information is carried in each of both the control channel and the data channel; and transmitting a multiplexed signal; and by the receiving device: receiving the multiplexed signal including the control information other than the pilot signal, the control information including at least one of channel quality information, a modulation method and a coding rate, and the control information is used for control of communication from the receiving device to the transmitting device. 3. A wireless communication system, comprising: a transmitting device; and a receiving device that performs communications with the transmitting device by using a radio frame containing a pilot signal, control information and data, the transmitting device including: a generator that generates control information other than the pilot signal, the control information including at least one of channel quality information, a modulation method and a coding rate, the control information used for control of communication from the receiving device to the transmitting device, and the control information being able to be allocated to at least one of a control channel and a data channel, wherein at least one portion of the control information is able to be allocated to both the control channel and the data channel; a multiplexer that multiplexes the control channel and the data channel so that a version of the at least one portion of the control information is carried in each of both the control channel and the data channel; and a transmitting unit that transmits a signal multiplexed by the multiplexing unit; and the receiving device including: a receiver that receives the multiplexed signal including the control information other than the pilot signal, the control information including at least one of channel quality information, a modulation method and a coding rate, and the control information is used for control of communication from the receiving device to the transmitting device.
