A composition for treating a hard surface. The composition has: (a) at least one adhesion promoter; (b) at least one surfactant selected from the group consisting of: anionic, non-ionic, cationic, amphoteric, zwitterionic, and combinations thereof; (c) mineral oil; (d) water; (e) optionally, at least one solvent; and wherein the composition is self-adhering upon application to a surface to be treated, and wherein the composition provides a wet film to said surface when water passes over said composition and surface.

We claim: 1. A composition for treating a hard surface comprising (a) at least one adhesion promoter, which comprises at least one ethoxylated alcohol including from 15 to 55 ethoxy groups; (b) at least one surfactant selected from the group consisting of: anionic, nonionic, cationic, amphoteric, zwitterionic, and combinations thereof; wherein the at least one surfactant includes at least one cationic surfactant; (c) greater than 0 to about 5 wt. % of mineral oil; (d) a blend of ethoxylated linear primary alcohols, wherein each alcohol of the blend includes a carbon chain containing 9 to 17 carbons; (e) about 1 to 12 wt. % glycerin; and (f) at least about 25 wt. % water; wherein the composition is a self-adhesive gel having a gel temperature of at least about 50° C.; and the composition comprises about 15 wt. % to 35 wt. % ethoxylated alcohol. 2. The composition of claim 1 wherein the at least one ethoxylated alcohol including from 15 to 55 ethoxy groups comprises C 16-18 ethoxylated alcohol. 3. The composition of claim 1 comprising about 0.5 to 3.5 wt. % of the mineral oil; and about 5 to 10 wt. % of the glycerin; 0 to about 6 wt. % of a fragrance; and at least about 40 wt. % water. 4. The composition of claim 1 wherein the composition has a gel temperature of about 50 to 80° C. 5. The composition of claim 1 , wherein the at least one surfactant comprises at least one nonionic surfactant, which can serve all or in part as the at least one adhesion promoter. 6. The composition of claim 5 , wherein the at least one nonionic surfactant comprises C 16-18 ethoxylated alcohol. 7. The composition of claim 1 , further comprising one or more of a fragrance, germicide, antimicrobial, bleach, or deodorizer. 8. The composition of claim 1 , wherein the at least one adhesion promoter further comprises a polysaccharide. 9. The composition of claim 1 wherein the composition further comprises fragrance. 10. The composition of claim 1 wherein the composition comprises about 20 to 30 wt. % ethoxylated alcohol. 11. The composition of claim 10 wherein the at least one adhesion promoter comprises C 16-18 ethoxylated alcohol including from 15 to 55 ethoxy groups. 12. The composition of claim 11 wherein the composition has a gel temperature of about 50 to 80° C. 13. The composition of claim 1 wherein the composition further comprises fragrance; the composition comprises about 0.5 to 3.5 wt. % of the mineral oil; about 5 to 10 wt. % of the glycerin; at least about 40 wt. % of the water; and 15 to 35 wt. % ethoxylated alcohol; the composition has a gel temperature of about 50 to 80° C.; and the at least one adhesion promoter comprises C 16-18 ethoxylated alcohol including from 15 to 55 ethoxy groups. 14. A composition for treating a hard surface comprising: (a) about 15 wt. % to 35 wt. % of at least one adhesion promoter, which comprises at least one ethoxylated alcohol including from 15 to 55 ethoxy groups; (b) at least one surfactant selected from the group consisting of: anionic, nonionic, cationic, amphoteric, zwitterionic, and combinations thereof; wherein the at least one surfactant comprises at least about 7.5 wt. % (based on the total weight of the composition) of at least one nonionic surfactant, which can serve all or in part as the at least one adhesion promoter, and at least one cationic surfactant; (c) mineral oil; (d) a blend of ethoxylated linear primary alcohols, wherein each alcohol of the blend includes a carbon chain containing 9 to 17 carbons; (e) glycerin; and (f) water; wherein the composition is a self-adhesive gel having a gel temperature of at least about 50° C. 15. The composition of claim 14 , wherein the at least one nonionic surfactant comprises a C 16-18 ethoxylated alcohol. 16. The composition of claim 14 further comprising one or more of a fragrance, germicide, antimicrobial, bleach, and deodorizer. 17. The composition of claim 14 comprising greater than 0 to about 5 wt. % of the mineral oil. 18. The composition of claim 14 comprising about 1 to 12 wt. % of the glycerin. 19. The composition of claim 14 comprising at least about 25 wt. % of the water. 20. The composition of claim 14 wherein the at least one surfactant comprises at least 7.5 wt. % (based on the total weight of the composition) C 16-18 ethoxylated alcohol ethoxylated alcohol. 21. The composition of claim 14 wherein the composition has a gel temperature of about 50 to 80° C. 22. The composition of claim 14 wherein the composition comprises about 18 to 27 wt. % ethoxylated alcohol. 23. The composition of claim 14 wherein the composition comprises about 0.5 to 3.5 wt. % of the mineral oil; and about 5 to 10 wt. % of the glycerin; 0 to about 6 wt. % of a fragrance; and at least about 40 wt. % of the water. 24. The composition of claim 14 wherein the composition further comprises fragrance; the composition comprises about 0.5 to 5 wt. % of the mineral oil; about 1 to 12 wt. % of the glycerin; at least about 25 wt. % of the water; and 20 to 30 wt. % ethoxylated alcohol; the composition has a gel temperature of about 50 to 80° C.; and the at least one adhesion promoter comprises C 16-18 ethoxylated alcohol including from 15 to 55 ethoxy groups. 25. A composition for treating a hard surface comprising: (a) at least one adhesion promoter, which comprises an ethoxylated alcohol including from 15 to 55 ethoxy groups; (b) at least one surfactant is selected from the group consisting of: anionic, nonionic, cationic, amphoteric, and zwitterionic surfactants, and combinations thereof; wherein the at least one surfactant includes at least about 7.5 wt. % (based on the total weight of the composition) of at least one nonionic surfactant, which can serve all or in part as the at least one adhesion promoter, and at least one cationic surfactant; (c) mineral oil; (d) a blend of ethoxylated linear primary alcohols, wherein each alcohol of the blend includes a carbon chain containing 9 to 17 carbons; (e) glycerin; and (f) water; wherein the composition is a self-adhesive gel having a gel temperature of at least about 50° C. 26. The composition of claim 25 wherein the composition further comprises fragrance; the at least one adhesion promoter comprises C 16-18 ethoxylated alcohol including from 15 to 55 ethoxy groups; and the composition has a gel temperature of about 50 to 80° C. 27. The composition of claim 25 wherein the composition comprises about 10 wt. % to 40 wt. % ethoxylated alcohol; about 0.5 to 5 wt. % of the mineral oil; about 5 to 10 wt. % of the glycerin; at least about 40 wt. % of the water. 28. The composition of claim 25 wherein the composition further comprises fragrance. 29. The composition of claim 25 wherein the at least one adhesion promoter comprises C 16-18 ethoxylated alcohol including from 15 to 55 ethoxy groups. 30. The composition of claim 25 wherein the composition has a gel temperature of about 50 to 80° C. 31.
