The invention claimed is: 1. A compound of the formula wherein X 2 and X 3 are independently selected from the group consisting of chlorine and fluorine; and X 4 is selected from the group consisting of OH, halogen, and hydrogen, with the proviso that when X 4 is hydrogen then either X 3 or X 2 is chlorine. 2. The compound of claim 1 wherein X 3 is chlorine and X 4 is OH. 3. The compound of claim 1 wherein X 3 is chlorine and X 4 is halogen. 4. The compound of claim 1 wherein X 3 is fluorine and X 4 is chlorine. 5. The compound of claim 1 wherein X 3 is fluorine and X 4 is OH. 6. The compound of claim 1 wherein X 3 is fluorine and X 4 is fluorine. 7. The compound of claim 1 wherein X 2 _is chlorine, X 3 is fluorine and X 4 is hydrogen.
