What is claimed is: 1. A vertical cavity surface emitting laser comprising: a substrate; a laminated body which is provided over the substrate; an electrode of which at least a portion is provided over the laminated body; and a wire-bonded pad which is electrically connected to the electrode, wherein the laminated body includes a first mirror layer provided over the substrate, an active layer provided over the first mirror layer, a second mirror layer provided over the active layer, and an insulating layer that at least partially covers the laminated body, in a plan view, the laminated body includes a first distortion imparting portion, a second distortion imparting portion, and a resonance portion which is provided between the first distortion imparting portion and the second distortion imparting portion and resonates light generated in the active layer, in the plan view, a laminated body width of the resonance portion is greater than a laminated body width of the first distortion imparting portion and a laminated body width of the second distortion imparting portion, in the plan view, the insulating layer covers at least a portion of the first or second distortion imparting portion, in the plan view, the wire-bonded pad is provided in a position that is not overlapped with at least one of the first distortion imparting portion and the second distortion imparting portion, and the wire-bonded pad is electrically connected to the electrode by a lead out wiring, and in the plan view, the lead out wiring overlaps with one of the first and second distortion imparting portions. 2. The vertical cavity surface emitting laser according to claim 1 , wherein, in the plan view, the pad is provided in a position that is not overlapped with the resonance portion. 3. An atomic oscillator comprising: the vertical cavity surface emitting laser according to claim 1 . 4. An atomic oscillator comprising: the vertical cavity surface emitting laser according to claim 2 .
