The invention claimed is: 1. A tool for tensioning and severing an elongate cable tie, said tie having a tie head portion and tie tail portion, said tool including: a pistol-shaped housing including a handle portion and a barrel portion; an elongate trigger extending downwardly from the barrel portion, forwardly of the handle portion and displaceable toward and away from the handle portion; a tensioning mechanism in the barrel portion operable to engage a tie and apply tension to the tie in response to movement of the trigger toward the handle portion; a locking mechanism for stopping application of tension to the tie upon attainment of a predetermined tension; a cutoff mechanism in the barrel portion operable to cut off the tie when the locking mechanism stops tie tensioning wherein said cutoff mechanism is a cut off cam having an elongated slot; a tension adjustment system, wherein said tension adjustment includes a U-bracket positioned horizontally, and slidably moveable, within said housing at a rear end of said barrel portion, said U-bracket having forward ends and a rearward end, and wherein said forward ends of said U-bracket are pivotally coupled to said cut off cam by tension extending through said forward ends of said U-bracket and through said elongated slot; biasing means to bias said rearward end of said U-bracket toward said rear of said barrel portion wherein said biasing means includes an inner and an outer tension string; and wherein said tensioning mechanism includes a reciprocating pawl link having a tie gripping pawl. 2. The tool of claim 1 wherein the tension adjustment system includes a first rotatable means for selectively changing the restraining force in preselected values to cause a corresponding change in the level of tension attained in the cable tie tail prior to activation of said cutoff mechanism. 3. The tool of claim 1 further including: a nose piece having substantially vertical planar face, an upper, horizontal portion that cooperates with the face to defines a slot for receiving the tie tail portion of the cable tie; a nose guide block positioned behind said nose piece defining a lower surface; a pair of vertical channels defined between the nosepiece and the housing; and a sharpened blade member, said blade member being located immediately behind the nose piece and the nose guide block and being confined between said pair of vertical channels, the blade member further including a blade perimeter, the perimeter having a beveled portion, said beveled portion corresponding to a respective beveled area on the housing. 4. The tool of claim 3 wherein said cut off mechanism includes a cutter link having a forward end, and wherein the blade member includes a blade link aperture arranged to secure the forward end of the cutter link therethrough and thereby carry the blade member on the cutter link during reciprocation of the cutter link while cutting. 5. A tool for tensioning and severing an elongate cable tie, said tie having a tie head portion and tie portion, said tool including: a pistol-shaped housing including a handle portion and a barrel portion; an elongate trigger extending downwardly from the barrel portion, forwardly of the handle portion and displaceable toward and away from the handle portion; a tensioning mechanism in the barrel portion operable to engage a tie and apply tension to die tie in response to movement of the trigger toward the handle portion; a locking mechanism for stopping application of tension to the tie upon attainment of a predetermined tension; a cutoff mechanism in the barrel portion operable to cut off the tie when the locking mechanism stops tie tensioning, wherein said cutoff mechanism is a cut off cam having an elongated slot; a tension adjustment system wherein said tension adjustment system includes a U-bracket positioned horizontally and slidably moveable within said housing at a rear end of said barrel portion, said U-bracket having forward ends and a rearward end, and wherein said forward ends of said U-bracket are pivotally coupled to said cut off cam by a tension pin extending through said forward ends of said U-bracket and through said elongated slot; biasing means to bias said rearward end of said U-bracket toward said rear of said barrel portion wherein said biasing means includes an inner and an outer tension spring; and wherein said locking mechanism includes interlocking rack and pinion members. 6. A tool for tensioning and severing an elongate cable tie, said tie having a tie head portion and tie tad portion, sat of including: a pistol shaped housing including a handle portion and a barrel portion; an elongate trigger extending downwardly from the barrel portion, forwardly of the handle portion and displaceable toward and away front the handle portion; a tensioning mechanism in the barrel portion operable to engage a tie and apply tension to the tie in response to movement of the trigger toward the handle portion; a locking mechanism for stopping application of tension to the tie upon attainment of a predetermined tension; a cutoff mechanism in the barrel portion operable to cut off the tie when the locking mechanism stops tie tensioning, wherein said cutoff mechanism is a cut off cam having art elongated slot; a tension adjustment system, wherein said tension adjustment system includes a U-bracket bracket positioned horizontally, and slidably moveable, within said housing at a rear end of said barrel portion, said U-bracket having forward ends and a rearward end, and wherein said forward ends of said U-bracket are pivotally coupled to said cut off cam by a tension pin extending through said forward ends of said U-bracket and through, said elongated slots; biasing means to bias said rearward end of said U-bracket toward said rear of said barrel portion wherein said biasing means includes an inner and an outer tension spring; and wherein said handle portion includes a handle boot member. 7. The tool of claim 6 wherein said handle boot member is fabricated of a resilient material. 8. The tool of claim 7 wherein the handle boot member includes key members adapted to be engaged in corresponding lock apertures in the handle portion. 9. The tool of claim 8 wherein said handle boot member and said handle portion interact to form an air bladder. 10. The tool of claim 6 wherein said resilient material is an elastomeric material.
