A hands-free method and related apparatus are used to shape, place and compact a composite stringer on a composite skin of an aircraft. A composite charge is placed on a tool assembly that used to shape the charge into a preformed stringer. With the stringer held on the tool assembly, the tool assembly is used to move the preformed stringer into proximity with the skin and both place and compact the stringer against the skin. Following compaction of the stringer, the tool assembly is removed and the skin and the stringer are co-cured.

What is claimed is: 1. An apparatus for forming and placing a composite stringer on a skin, comprising: a tool assembly for holding a preformed stringer; a movable structure coupled with the tool assembly for placing the preformed stringer on the skin; and a compactor on the tool assembly for compacting the preformed stringer against the skin, wherein the compactor includes an inflatable bladder for displacing the tooling relative to the tray. 2. The apparatus of claim 1 , wherein the tool assembly includes: a tray and tooling on the tray for shaping a composite charge into the preformed stringer. 3. The apparatus of claim 1 , wherein the movable structure includes one of: a robotic arm, and a beam. 4. The apparatus of claim 2 , wherein: the tooling includes a pair of tools, and the tool assembly further includes means for shiftably mounting the tools on the tray and allowing the tools to generally conform to a surface contour of the skin, and locking means for selectively locking the tools against movement on the tray while the tool assembly is being moved into proximity with the skin. 5. The apparatus of claim 2 , wherein the compactor includes means for displacing the tooling relative to the tray toward the skin. 6. The apparatus of claim 1 , wherein the tool assembly includes: at least one tool, and means for clamping the preformed stringer against the at least one tool. 7. The apparatus of claim 6 , wherein the means for clamping comprises one of: a means for mechanically clamping at least an edge of the preformed stringer against the at least one tool, and straps extending over and holding the preformed stringer against the at least one tool. 8. The apparatus of claim 6 , wherein the means for clamping comprises any combination of means that are selected from the group consisting of: vacuum means for drawing the preformed stringer against the at least one tool; means for mechanically clamping at least an edge of the preformed stringer against the at least one tool; and straps extending over and holding the preformed stringer against the at least one tool. 9. The apparatus of claim 6 , wherein the means for clamping comprises vacuum means for drawing the preformed stringer against the at least one tool. 10. An apparatus for forming and placing a composite stringer on an aircraft skin, comprising: a tray; a pair of tools for shaping a composite charge into a preformed stringer; means for mounting the pair of tools on the tray for movement allowing the pair of tools to conform to a contour of the skin; a clamping assembly for clamping the preformed stringer against the pair of tools; means for moving the tray into proximity with the skin and for placing the preformed stringer on the skin; and, a compactor carried on the tray for displacing the pair of tools relative to the tray and for compacting the preformed stringer against the skin, wherein the compactor includes an inflatable bladder for displacing the tooling relative to the tray. 11. An apparatus for forming and placing a composite stringer on a skin, comprising: a tool assembly for holding a preformed stringer, wherein the tool assembly comprises: a tray; and tooling on the tray for shaping a composite charge into the preformed stringer; a movable structure coupled with the tool assembly for placing the preformed stringer on the skin; and a compactor on the tool assembly for compacting the preformed stringer against the skin, wherein the compactor includes means for displacing the tooling relative to the tray toward the skin. 12. The apparatus of claim 11 , wherein the movable structure includes one of: a robotic arm; and a beam. 13. The apparatus of claim 11 , wherein: the tooling includes a pair of tools; and the tool assembly further includes means for shiftably mounting the tools on the tray and allowing the tools to generally conform to a surface contour of the skin. 14. The apparatus of claim 13 , wherein the tool assembly further comprises locking means for selectively locking the tools against movement on the tray while the tool assembly is being moved into proximity with the skin. 15. The apparatus of claim 11 , wherein the tool assembly includes: at least one tool; and means for clamping the preformed stringer against the at least one tool. 16. The apparatus of claim 15 , wherein the means for clamping includes vacuum means for drawing the preformed stringer against the at least one tool. 17. The apparatus of claim 15 , wherein the means for clamping includes means for mechanically clamping at least an edge of the preformed stringer against the at least one tool. 18. The apparatus of claim 15 , wherein the means for clamping includes straps extending over and holding the preformed stringer against the at least one tool. 19. The apparatus of claim 15 , wherein the means for clamping includes all of: vacuum means for drawing the preformed stringer against the at least one tool; means for mechanically clamping at least an edge of the preformed stringer against the at least one tool; and straps extending over and holding the preformed stringer against the at least one tool. 20. The apparatus of claim 11 , wherein the means for displacing the tooling relative to the tray toward the skin comprises an inflatable bladder.
