Example telecommunications apparatus ( 100 ) include an enclosure ( 103 ) having an enclosure base ( 101 ) and a enclosure cover ( 102 ) that join together at a sealed interface. The enclosure cover ( 102 ) is latchable to the enclosure base ( 101 ). A splice tray assembly ( 106 ) is disposed within the interior ( 104 ) of the enclosure ( 103 ). The splice tray assembly ( 106 ) includes splice trays ( 150 ) mounted to a manager insert. A splitter ( 192 ) may be provided on the manager insert. The manager insert also may include a groove plate ( 160 ) latched to a base plate ( 180 ). One or more port assemblies ( 107 - 109 ) enable cables to enter and/or exit the enclosure ( 103 ) through sealed cable ports ( 145 - 147 ). The port assemblies ( 107 - 109 ) may provide anchors ( 214, 234 ) for cable strength members and/or organizers ( 243, 244, 253, 254 ) for fiber tubes.

The invention claimed is: 1. An enclosure having a first end positioned opposite from a second end comprising: an enclosure base defining a bottom side of the enclosure; and an enclosure cover defining a top side of the enclosure, the enclosure cover joining together with the enclosure base at a sealed interface that extends about a perimeter of the enclosure, a plurality of latches for securing the enclosure base and the enclosure cover together and for compressing the sealed interface, the latches being moveable between latched and unlatched positions, the latches including a plurality of latch lever handles that overhang the top side when the latches are in the latched position, the latch lever handles covering a majority of a perimeter of the enclosure cover. 2. The telecommunications apparatus of claim 1 , wherein the latches include wire clips that are pivotally connected to the latch lever handles and to the enclosure base. 3. The telecommunications apparatus of claim 2 , wherein the latch lever handles are trapezoidal in shape. 4. The telecommunications apparatus of claim 3 , wherein the latch lever handles include catches that engage a catch portion of the enclosure cover when the latches are in the latched positions. 5. The telecommunications apparatus of claim 1 , wherein the enclosure cover includes a raised central portion surrounded by a recessed portion, and wherein the latch lever handles overhang the recessed portion. 6. The telecommunications apparatus of claim 1 , wherein the latch lever handles are separated by angled joints when in the latched positions. 7. The telecommunications apparatus of claim 1 , wherein the latch lever handles define miter joints at corners of the enclosure cover when in the latched positions. 8. The telecommunications apparatus of claim 1 , wherein the enclosure cover includes raised filler portions positioned between at least some of the latch lever handles when the latches are in the latched positions, the raised filler portions being angled to complement angles of the latch lever handles. 9. The telecommunications apparatus of claim 8 , wherein the filler portions and the latch lever handles form a frame at a top side of the enclosure cover when the latches are in the latched positions, the frame extending about the perimeter of the enclosure cover. 10. The telecommunications apparatus of claim 1 , wherein each latch lever handle is trapezoidal and a clip is pivotally connected to a major side of each latch lever handle. 11. The telecommunications apparatus of claim 1 , wherein a gasket or sealing ring is disposed between the enclosure base and the enclosure cover around the perimeter of the enclosure, the gasket inhibiting dirt, water, or other contaminants from entering the enclosure when the enclosure cover is secured to the enclosure base by the latches. 12. The telecommunications apparatus of claim 1 , wherein one latch is disposed at each end of the enclosure. 13. The telecommunications apparatus of claim 1 , wherein the top surface has a central raised surface that is surrounded on all sides by an inner channel, and wherein each latch lever handle has a grip section that is disposed over the inner channel when the latch lever handle has been pivoted into the latched position. 14. The telecommunications apparatus of claim 13 , wherein the grip section is spaced upwardly a distance from the surface of the inner channel sufficient to allow a user to grasp the grip section by inserting fingers into the space above the inner channel. 15. The telecommunications apparatus of claim 1 , wherein ducts extend through the first end of the enclosure base to define cable ports, wherein each of the ducts has a first end extending partially into the interior of the enclosure and a second end extending partially out of the enclosure. 16. A telecommunications apparatus comprising: an enclosure having an enclosure base and an enclosure cover that join together at a sealed interface that extends about a perimeter of the enclosure, the enclosure having a first end positioned opposite from a second end, the enclosure having a top side defined by the enclosure cover and a bottom side defined by the enclosure base, the enclosure including a plurality of latches for securing the enclosure base and the enclosure cover together and for compressing the sealed interface, the latches being moveable between latched and unlatched positions, the latches including a plurality of latch lever handles that overhang the top side when the latches are in the latched positions; the enclosure cover including a raised central portion fully surrounded by a recessed portion, and wherein the latch lever handles overhang the recessed portion. 17. A telecommunications apparatus comprising: an enclosure having an enclosure base and an enclosure cover that join together at a sealed interface that extends about a perimeter of the enclosure, the enclosure having a first end positioned opposite from a second end, the enclosure having a top side defined by the enclosure cover and a bottom side defined by the enclosure base, the enclosure including a plurality of latches for securing the enclosure base and the enclosure cover together and for compressing the sealed interface, the latches being moveable between latched and unlatched positions, the latches including a plurality of latch lever handles that overhang the top side when the latches are in the latched position; the latch lever handles being separated by angled joints when in the latched positions, edges of adjacent ones of the latch lever handles being parallel to each other. 18. A telecommunications apparatus comprising: an enclosure having an enclosure base and an enclosure cover that join together at a sealed interface that extends about a perimeter of the enclosure, the enclosure having a first end positioned opposite from a second end, the enclosure having a top side defined by the enclosure cover and a bottom side defined by the enclosure base, the enclosure including a plurality of latches for securing the enclosure base and the enclosure cover together and for compressing the sealed interface, the latches being moveable between latched and unlatched positions, the latches including a plurality of latch lever handles that overhang the top side when the latches are in the latched positions; the latch lever handles defining miter joints at corners of the enclosure cover when in the latched positions. 19. A telecommunications apparatus comprising: an enclosure having an enclosure base and an enclosure cover that join together at a sealed interface that extends about a perimeter of the enclosure, the enclosure having a first end positioned opposite from a second end, the enclosure having a top side defined by the enclosure cover and a bottom side defined by the enclosure base, the enclosure including a plurality of latches for securing the enclosure base and the enclosure cover together and for compressing the sealed interface, the latches being moveable between latched and unlatched positions, the latches including a plurality of latch lever handles that overhang the top side when the latches are in the latched positions; the enclosure cover including raised filler portions positioned between at least some of the latch lever handles when the latches are in the latched positions, the raised filler portions being angled to complement angles of the latch lever handles, each raised filler portion being smaller than any of the latch lever handles; and the fillers portions and the la
