What is claimed is: 1. An apparatus comprising: at least one processor; and a computer readable storage medium having computer readable program code embodied therewith and executable by the at least one processor, the computer readable program code comprising: computer readable program code configured to launch a plurality of campaigns from a campaign engine to multiple targets, wherein the launching comprises directing at least two of the campaigns to a given target; computer readable program code configured to associate a monitor with the given target; computer readable program code configured to deliver the at least two campaigns to the monitor, wherein at least one campaign is in a run mode and at least one campaign is in a wait mode; and computer readable program code configured to employ the monitor to manage delivery of the at least two campaigns to the target; wherein the launching comprises synchronizing direction of the at least two campaigns to at least two targets in accordance with a joint policy established across the at least two campaigns and at least two targets; and the synchronizing comprises checking compatibility of a campaign with at least one other campaign that is in a run mode or wait mode; and computer readable program code configured to prompt a campaign state taken from the group consisting of: run a waiting campaign; run at least one campaign from multiple waiting campaigns; send a campaign to a wait mode; and reject a campaign. 2. A computer program product comprising: a computer readable storage medium having computer readable program code embodied therewith, the computer readable program code comprising: computer readable program code configured to launch a plurality of campaigns from a campaign engine to multiple targets, wherein the launching comprises directing at least two of the campaigns to a given target; computer readable program code configured to associate a monitor with the given target; computer readable program code configured to deliver the at least two campaigns to the monitor, wherein at least one campaign is in a run mode and at least one campaign is in a wait mode; and computer readable program code configured to employ the monitor to manage delivery of the at least two campaigns to the target; wherein the launching comprises synchronizing direction of the at least two campaigns to at least two targets in accordance with a joint policy established across the at least two campaigns and at least two targets; the synchronizing comprises checking compatibility of a campaign with at least one other campaign that is in a run mode or wait mode; and computer readable program code configured to prompt a campaign state taken from the group consisting of: run a waiting campaign; run at least one campaign from multiple waiting campaigns; send a campaign to a wait mode; and reject a campaign. 3. The computer program product according to claim 2 , wherein the given target comprises at least one member taken from the group consisting of: at least one individual; at least one group of individuals. 4. The computer program product according to claim 2 , wherein the at least two campaigns comprise telecom campaigns. 5. The computer program product according to claim 2 , wherein said computer readable program code is configured to: direct at least two campaigns to each of at least two targets; and associate a dedicated monitor with each of the at least two targets. 6. The computer program product according to claim 2 , wherein said computer readable program code is further configured to compute a permissibility of a campaign. 7. The computer program product according to claim 6 , wherein said computer readable program code is configured to compute a permissibility of a campaign via consulting a campaign list, and comparing the campaign with data in the campaign list. 8. The computer program product according to claim 7 , wherein the campaign list includes at least one taken from the group consisting of: data on currently running campaigns; data on previously run campaigns. 9. The computer program product according to claim 6 , wherein said computer readable program code is configured to compute permissibility dynamically, responsive to at least one varying attribute of the at least one target. 10. The computer program product according to claim 2 , wherein said computer readable program code is configured to store campaign content at the monitor. 11. The computer program product according to claim 2 , wherein said computer readable program code is configured to store campaign attributes at the monitor.
