A system, method, and computer program product are used to issue and track debit cards. A system comprises an enrolling system that verifies an enrollee, associates an enrollee's main and overdraft account, and issues a debit card, an authentication system that receives information regarding a requested transaction of a debit card and that receives information regarding the main and overdraft account associated with the debit card and accepts or rejects the requested transaction based thereon, and a settlement system that generates a periodic report of at least one of the transactions, the main account, and the overdraft account. The overdraft account can be a charge or credit account.

What is claimed is: 1. A method, comprising: a computer system receiving, from a customer, an enrollment request for a debit account; the computer system receiving account information for a separate account of a customer, wherein the computer system is configured to use the account information to retrieve account balance information of the separate account; the computer system creating the debit account for the customer in response to the enrollment request; the computer system associating the separate account with the debit account such that the separate account is debited responsive to transactions conducted via the debit account; the computer system receiving a transaction request to authorize a transaction conducted via the debit account; the computer system verifying, based on the account balance information, whether the separate account includes sufficient funds for the transaction; and the computer system authorizing the transaction request in response to verifying that the separate account includes sufficient funds for the transaction, wherein the transaction is authorized without verifying an account balance of the debit account. 2. The method of claim 1 further comprising: the computer system issuing a debit request for the separate account in response to the authorizing. 3. The method of claim 2 , wherein the debit request is issued via an automated clearing house (ACH) network. 4. The method of claim 1 , wherein the debit account is associated with a first financial institution, and wherein the separate account is associated with a second financial institution that is different than the first financial institution. 5. The method of claim 1 , further comprising: the computer system associating a credit account with the debit account; and the computer system debiting the credit account in response to an overdraft of the debit account. 6. The method of claim 1 , wherein the account information includes a user name and password of the customer that are used by the computer system to retrieve the account balance information. 7. A non-transitory computer readable medium having instructions stored thereon that are executable by a computer system to cause the computer system to perform operations comprising: receiving an application requesting issuance of a transaction instrument for a debit account of a user; receiving account information for a separate bank account of the user; verifying sufficient funds exist in the separate bank account for a transaction by using the account information to retrieve an account balance of the separate bank account; and based on the verifying and without verifying a balance of the debit account, authorizing the transaction via the transaction instrument. 8. The computer readable medium of claim 7 , wherein the operations further comprise: receiving a request to authorize the transaction, wherein the computer system is of a first financial institution; and sending a debit request to a second financial institution to debit the bank account. 9. The computer readable medium of claim 8 , wherein the debit request is an automated clearing house (ACH) request. 10. The computer readable medium of claim 7 , wherein the account information includes login credentials of the user, wherein the verifying includes using the login credentials to retrieve the account balance. 11. The computer readable medium of claim 7 , wherein the verifying includes determining that sufficient funds in the separate bank account do not exist to cover the transaction; and wherein the operations further include debiting a credit account of the user or a charge account for the user for at least a portion of the transaction. 12. The computer readable medium of claim 7 , wherein the separate bank account is a checking account, and wherein the account information includes an account number and bank routing information. 13. A method, comprising: a computer system receiving a request to obtain a debit account for a customer; the computer system receiving login information for a deposit account of the customer, wherein the computer system is configured to use the login information to retrieve an account balance of the deposit account; and in response to the request, the computer system associating the deposit account with the debit account such that a transaction via the debit account is authorizable by verifying the account balance of the deposit account and without verifying an account balance of the debit account. 14. The method of claim 13 , further comprising: the computer system receiving a transaction request to authorize a transaction via the debit account; in response to the request: the computer system verifying the account balance of the deposit account; the computer system authorizing the transaction based on the account balance indicating that the deposit account includes sufficient funds to cover the transaction; and the computer system issuing a debit request to cause debiting of the deposit account for the transaction. 15. The method of claim 14 , wherein the debit request is issued via an automated clearing house (ACH) system. 16. The method of claim 14 , wherein the verifying includes determining that the deposit account includes insufficient funds for the transaction; and wherein the method further comprises issuing a request to debit an overdraft account of the customer for at least a portion of the transaction. 17. The method of claim 16 , wherein the overdraft account is a charge account or a credit account of the customer. 18. The method of claim 13 , wherein the login information includes a user name and password. 19. The method of claim 13 , wherein the deposit account is maintained by a separate financial institution than a financial intuition of the debit account.
