What is claimed is: 1. A camera comprising: a cover; a camera lens provided behind the cover; and a shield configured to enable blocking of at least a portion of light entering the camera lens through the cover; wherein the shield is movable from a retracted position at which the shield does not block at least a portion of a field of view of the camera lens, to an inserted position at which the shield blocks at least a portion of the field of view of the camera lens and is positioned between the cover and the camera lens. 2. The camera according to claim 1 , wherein the shield is movable in a tilt direction. 3. The camera according to claim 1 , further comprising a driver configured to move the shield from the retracted position to the inserted position. 4. The camera according to claim 3 , wherein the driver is further configured to move the shield from the inserted position to the retracted position. 5. The camera according to claim 1 , wherein the shield rotates such that the portion of the field of view of the camera lens that is blocked is variable. 6. The camera according to claim 1 , wherein a tilt rotation axis of the camera lens is positioned more in a zenith direction than in a spherical center position of the cover. 7. The camera according to claim 1 , wherein the shield comprises a filter. 8. The camera according to claim 1 , further comprising: a motor configured to drive the camera lens in a tilt angle direction; and a microcomputer configured to control the motor. 9. The camera according to claim 1 , wherein the portion of the field of view of the camera lens that is blocked by the shield is on a side of a larger tilt angle of the camera lens. 10. The camera according to claim 1 , wherein the portion of the field of view of the camera lens that is blocked by the shield is on an opposite side of the zenith direction of the cover. 11. The camera according to claim 1 , wherein the portion of the field of view of the camera lens that is blocked by the shield is on a side near the horizontal direction. 12. The camera according to claim 1 , wherein the shield is movable along a contour of an inside of the cover. 13. The camera according to claim 1 , wherein the camera lens is movable together with the shield. 14. The camera according to claim 13 , wherein the shield is movable independently of the camera lens. 15. The camera according claim 13 , further comprising a first driver configured to move the camera lens together with the shield. 16. The camera according claim 15 , further comprising a second driver configured to move the shield independently of the movement of the camera lens by the first driver. 17. The camera according claim 16 , wherein the first and second driver are configured to move the camera lens in a tilt direction. 18. A camera comprising: a cover; a camera lens provided behind the cover; and a shield configured to enable blocking of at least a portion of light entering the camera lens through the cover; wherein the shield is movable from an inserted position at which the shield blocks at least a portion of a field of view of the camera lens and is positioned between the cover and the camera lens, to a retracted position at which the shield does not block the at least a portion of the field of view of the camera lens. 19. A camera comprising: a cover; a camera lens provided behind the cover; and a shield configured to enable blocking of at least a portion of light entering the camera lens through the cover; wherein the shield is movable between: (1) a retracted position at which the shield does not block at least a portion of a field of view of the camera lens and (2) an inserted position at which the shield blocks the at least a portion of the field of view of the camera lens and is positioned between the cover and the camera lens.
