A MC1R peptide ligand-elastic vesicle complex for preventing skin maladies. The MC1R peptide ligand is modified by coupling the melanocortin 1 receptor (MC1R) ligand to a functionality or linker, such as a click functionality, for conjugation to a surface or agent. The modified MC1R peptide ligand can be coupled, e.g., via a click reaction with a complementary click functionality attached, to a moiety to form an MC1R-targeted agent. Drugs, contrast agents, polymers, particles, micelles, elastic vesicles, surfaces of larger structures, or other moieties can be targeted to the MC1R. The MC1R peptide ligand-elastic vesicle complex is prepared as a patch or viscous emulsion that can be applied to human skin.

What is claimed: 1. A patch comprising an impenetrable outer layer and a permeable inner layer, wherein the outer layer and inner layer form a reservoir for storing a pharmaceutical composition for treatment of melanoma, wherein the pharmaceutical composition comprises a melanocortin 1 receptor (MC1R) peptide ligand-elastic vesicle complex, wherein the elastic vesicle comprises a lipid bilayer, a surfactant, an outer core and an inner core, and wherein the MC1R peptide ligand is disposed within the inner core of the elastic vesicle, wherein said MC1R peptide ligand is selected from: (SEQ ID NO: 9) H-Tyr-Val-Nle-Gly-His-DNal(′2)-Arq-DTrp-Asp-Arg- Phe-Gly-NH2 9; (SEQ ID NO: 11) H-Tyr-Val-Nle-Gly-His-DPhe-Arg-DNal(2′)-Asp-Arg- Phe-Gly-NH2; (SEQ ID NO: 18) H-Tyr-Val-Leu-Gly-His-DPhe-Arg-DNal(2′)-Asp-Arg- Phe-Gly-NH2; or (SEQ ID NO: 19) H-Tyr-Val-Ile-Gly-His-DPhe-Arg-DNal(2′)-Asp-Arg- Phe-Gly-NH2. 2. The patch of claim 1 , wherein when the patch is applied to a skin of a human, the pharmaceutical composition permeates through a plurality of pores disposed in the inner layer and penetrates the skin, and wherein at least the MC1R peptide ligand-elastic vesicle complex passes through the skin. 3. The pharmaceutical composition of claim 2 , wherein a concentration of the MC1R peptide ligand in the blood stream is at most 10 ng/ml for a period of at least 4 hours. 4. The MC1R peptide ligand claim 1 , wherein the MC1R peptide ligand is an agonist of the MC1R receptor. 5. A viscous emulsion comprising a cosmeceutical composition for treatment of melanoma, said cosmeceutical composition comprising a melanocortin 1 receptor (MC1R) peptide ligand-elastic vesicle complex, wherein the elastic vesicle comprises a lipid bilayer, a surfactant, an outer core and an inner core, and wherein the MC1R peptide ligand is disposed within the inner core of the elastic vesicle, wherein said MC1R peptide ligand is selected from: (SEQ ID NO: 9) H-Tyr-Val-Nle-Gly-His-DNal(2′)-Arg-DTrp-Asp-Arg- Phe-Gly-NH 2 ; (SEQ ID NO: 11) H-Tyr-Val-Nle-Gly-His-DPhe-Arg-DNal(2′)-Asp-Arg- Phe-Gly-NH 2 ; (SEQ ID NO: 18) H-Tyr-Val-Leu-Gly-His-DPhe-Arg-DNal(2′)-Asp-Arg- Phe-Gly-NH 2 ; or (SEQ ID NO: 19) H-Tyr-Val-ILe-Gly-His-DPhe-Arg-DNal(2′)-Asp-Arg- Phe-Gly-NH 2 . 6. The viscous emulsion of claim 5 , wherein when the viscous emulsion is applied to a skin of a human, the cosmeceutical composition penetrates the skin, wherein at least the MC1R peptide ligand-elastic vesicle complex passes through the skin. 7. The cosmeceutical composition of claim 5 , wherein the concentration of the MC1R peptide ligand in the blood stream is at most 10 ng/ml for a period of at least 4 hours. 8. The MCIR peptide ligand of claim 5 , wherein the MC1R peptide ligand is an agonist of the MC1R receptor. 9. The viscous emulsion of claim 5 , wherein the viscous emulsion is a lotion, a cream, or a gel.
