A system includes a battery cell having an internal heat fin and a first electrically insulating layer disposed over at least a portion of a single side of the internal heat fin. The battery cell includes an electrochemical stack disposed above the first insulating layer and the internal heat fin in a stack. The battery cell also includes a pouch material film configured to hermetically seal with one side of the internal heat fin or the first insulating layer about the electrochemical stack such that the internal heat fin forms an outer boundary of the battery cell. The pouch material film includes a metallic foil layer disposed between a second electrically insulating layer and a third electrically insulating layer.

The invention claimed is: 1. A system, comprising: a battery cell, comprising: an internal heat fin; a first electrically insulating layer disposed over at least a portion of a single side of the internal heat fin; an electrochemical stack disposed above the first insulating layer and the internal heat fin in a stack; and a pouch material film configured to hermetically seal with one side of the internal heat fin or the first insulating layer about the electrochemical stack such that the internal heat fin forms an outer boundary of the battery cell, and wherein the pouch material film comprises a metallic foil layer disposed between a second electrically insulating layer and a third electrically insulating layer. 2. The system of claim 1 , wherein the internal heat fin comprises aluminum, steel, tin, or copper. 3. The system of claim 1 , wherein the internal heat fin comprises carbon fiber or a thermally conductive polymer. 4. The system of claim 1 , wherein at least one layer of the pouch material film is welded to the first electrically insulating layer, and wherein the first electrically insulating layer is welded to the internal heat fin. 5. The system of claim 1 , wherein the first electrically insulating layer completely covers the single side of the internal heat fin. 6. The system of claim 1 , wherein the electrochemical stack comprises a lithium ion electrochemical cell. 7. The system of claim 1 , wherein the first electrically insulating layer comprises at least one thermally conductive polymer layer. 8. The system of claim 7 , wherein the pouch material film comprises at least one phase change material (PCM) layer. 9. The system of claim 1 , wherein the battery cell assembly comprises a frame disposed above the internal heat fin in the stack and disposed around the sealed electrochemical stack. 10. The system of claim 1 , comprising a battery module including a plurality of battery cells, wherein the battery module includes the battery cell assembly. 11. The system of claim 10 , wherein the internal heat fin includes a plurality of registration features configured to align the plurality of battery cells of the battery module with one another. 12. The system of claim 10 , comprising an xEV that includes the battery module. 13. The system of claim 12 , wherein the xEV is a micro-hybrid electric vehicle. 14. A battery cell, comprising: an internal heat fin; a first electrically insulating layer stacked on top of the internal heat fin; a lithium ion electrochemical cell stacked on top of the first electrically insulating layer; a second electrically insulating layer disposed over the lithium ion electrochemical cell; a metallic foil layer disposed over the second electrically insulating layer; and a third electrically insulating layer disposed over the metallic foil layer, wherein one or more of the first electrically insulating layer, the second electrically insulating layer, the metallic foil layer, and the third insulating layer are configured to hermetically seal the lithium ion electrochemical cell to the internal heat fin such that the internal heat fin is an outermost layer of the battery cell. 15. The battery cell of claim 14 , wherein the second electrically insulating layer, the metallic foil layer, and the third electrically insulating layer comprise a single pouch material film configured to weld to the first electrically insulating layer to hermetically seal the lithium ion electrochemical cell to the internal heat fin. 16. The battery cell of claim 14 , comprising a polymeric frame disposed around the lithium ion electrochemical cell. 17. The battery cell of claim 14 , wherein the polymeric frame is at least partially hermetically sealed with the lithium ion electrochemical cell to the internal heat fin. 18. The battery cell of claim 17 , wherein the polymeric frame is disposed on top of the third electrically insulating layer. 19. The battery cell of claim 14 , comprising a thermal pad disposed over the third electrically insulating layer and a phase change material disposed over the thermal pad.
