Disclosed is a control apparatus of a vehicle which can control an internal combustion engine and a continuously variable transmission. The control apparatus is partly constituted by an ECU adapted to calculate a required drive force and a fuel consumption amount G. The ECU then calculates a time required for the speed change operation with reference to a speed change time map when a variation amount of the accelerator opening degree and a change speed of the accelerator opening degree are calculated. The ECU then calculates the speed change speed, and calculates a transmission efficiency η of a CVT. The ECU then calculate the ratio G/η of the transmission efficiency η and the fuel consumption amount G, thereby setting the engine rotational speed at which the above ratio is at the smallest level as a target engine rotational speed.
