An electronic battery tester, includes test circuitry configured to couple to a battery and measure a parameter of the battery. A manual input is configured to receive an input from an operator. A user output provides an output to the operator. A memory contains programming code, which includes code to output battery test procedure instructions for implementation by the operator. A microprocessor operates in accordance with the programming code to instruct the operator to perform the battery test procedure. The microprocessor further performs a battery test based upon the measured parameter.

What is claimed is: 1. An electronic battery tester, comprising: test circuitry configured to couple to a battery and measure a parameter of the battery; a manual input configured to receive an input from an operator; a user output configured to provide an output to the operator; a memory containing programming code, the programming code including programming code to output on the user output battery test procedure instructions for implementation by the operator wherein the output battery test procedure instructions differ based upon the battery being tested, the memory further containing measurement information and test criteria; and a microprocessor which operates in accordance with the programming code to instruct the operator to perform the battery test procedure and perform a battery test based upon the measured parameter, the measurement information and the test criteria; wherein the battery test procedure output by the microprocessor changes as a function of the battery being tested to instruct the operator to perform different steps in the battery test procedure based upon the battery being tested, wherein the microprocessor is further configured to, upon receiving an instruction-selection-enabling input, operate in accordance with the programming code to output on the user output a portion of the battery test procedure instructions specific to the battery being tested, and configured to test the battery according to one or more test-step-advancing inputs, related to the battery being tested, received by the microprocessor in response to the portion of the battery test procedure instructions output on the user output, and wherein at least one of the one or more test-step-advancing inputs, related to the battery being tested, received by the microprocessor in response to the portion of the battery test procedure instructions output on the user output is different from the measured parameter, the measurement information contained in the memory and the test criteria contained in the memory, and wherein the at least one of the one or more test-step-advancing inputs related to the battery being tested comprises a sensed voltage. 2. The electronic battery tester of claim 1 including a communication link configured to communicate with a remote location. 3. The electronic battery tester of claim 2 wherein the remote location includes battery test procedure instructions which are stored in the memory. 4. The electronic battery tester of claim 1 wherein the battery test procedure instructions include operator instructions and measurements, test procedures and criteria. 5. The electronic battery tester of claim 1 wherein the test procedure instructions include instructing the operator to perform a visual inspection of the battery. 6. The electronic battery tester of claim 1 wherein the test procedure instructions include instructing the operator to test electrical connections to the battery. 7. The electronic battery tester of claim 1 wherein the microprocessor selects a programming code based upon an operator input. 8. The electronic battery tester of claim 1 wherein the battery test procedure output that instructs the operator changes as a function of a geographic location of the battery being tested or an installation site of the battery being tested. 9. The electronic battery test of claim 1 wherein the battery test procedure output is further a function of a proprietary battery test. 10. The electronic battery test of claim 1 wherein the instruction-selection-enabling input, in response to which the microprocessor selects the battery test procedure output, comprises a time of day that the test is performed, a time of month that the test is performed or a time of year that the test is performed. 11. A method of testing a storage battery, comprising: providing an electronic battery tester having a microprocessor; retrieving battery test procedure instructions, measurement information and test criteria from a memory; providing battery test procedure instructions to an operator using an output of the electronic battery tester, the battery test procedure instructions instructing the operator to perform a selected test procedure on the battery and stored in the memory; selecting, using the microprocessor, the selected test procedure upon receiving an instruction-selection-enabling input related to the battery under test; and performing a battery test with the battery tester according to one or more test-step-advancing inputs, related to the battery being tested, received by the microprocessor in response to the selected test procedure provided to the operator and based upon a measurement parameter, the measurement information and the test criteria; wherein the test procedure instructions provided to the operator change based upon the battery under test, and wherein at least one of the one or more test-step-advancing inputs, related to the battery being tested, received by the microprocessor in response to the selected test procedure provided to the operator is different from the measured parameter, the measurement information and the test criteria from the memory, and wherein the at least one of the one or more test-step-advancing inputs related to the battery being tested comprises a sensed voltage. 12. The method of claim 11 including providing a communication link configured to communicate with a remote location. 13. The method of claim 12 wherein the remote location includes the battery test procedure instructions. 14. The method of claim 11 wherein the battery test procedure instructions include operator instructions and measurements, test procedures and criteria. 15. The method of claim 11 wherein the test procedure instructions include instructing the operator to perform a visual inspection of the battery. 16. The method of claim 11 wherein the test procedure instructions include instructing the operator to test electrical connections to the battery. 17. The method of claim 11 including selecting the selected test procedures based upon an operator input.
