The invention claimed is: 1. A composition comprising a stable aqueous dispersion of a hydrophobically modified alkylene oxide urethane polymer with tertiary amine groups, which are incorporated into the backbone of the polymer, and which are characterized by the following structure: where R 1 is C 1 -C 16 -alkyl, phenyl, naphthyl, C 1 -C 16 -alkylphenyl, C 1 -C 16 -alkylnaphthyl, or —CH 2 —OR 4 , where R 4 is C 1 -C 12 -alkyl, phenyl, naphthyl, C 1 -C 12 -alkylphenyl, or C 1 -C 12 -alkylnaphthyl; each R 2 is independently C 1 -C 6 -alkyl; each Y is independently C 3 -C 8 -alkylene or CH 2 CHR 3 , where each R 3 is independently H, C 1 -C 12 -alkyl, phenyl, naphthyl, C 1 -C 12 -alkylphenyl, or C 1 -C 12 -alkylnaphthyl; m is 0, 1 or 2; and p is from 1 to 50. 2. The composition of claim 1 wherein the tertiary amine groups are characterized by the following structure: wherein R 4 is n-butyl or 2-ethylhexyl.
