A surgical tissue cutting instrument comprises a tubular outer member, an inner member rotatably disposed within the outer member and having a cutting element, a handpiece, and an irrigation system. The irrigation system includes an irrigation channel composed of a first irrigation passage within the handpiece and a second irrigation passage within the thickness of the annular wall of the outer member, and a sleeve disposed over a front end of the handpiece and over the outer member adjacent an outlet opening of the second irrigation passage. The sleeve allows communication through the outlet opening of the second irrigation passage and an inlet port of the first passage. The inlet port is connectible with a source of irrigation fluid.

What is claimed is: 1. A surgical cutting instrument comprising: an tubular outer member having a proximal end, a distal end, and an internal passage extending between the proximal end and the distal end, the outer member having a main body length section and a proximal length section and an annular abutment surface extending radially between a first diameter of the main body length section and a second diameter of the proximal length section, and a first irrigation passage extending within the main body length with a wall thickness formed between the first and second diameters, the first irrigation passage having an entry opening on the abutment surface and an outlet opening proximal to the distal end of the outer tube; an inner member rotatably disposed within the internal passage, the inner member having a proximal end and a distal end and a cutting element disposed at the distal end; and a handpiece comprising a housing configured to receive the proximal end of the inner and outer members and maintain the outer member stationary relative to the inner member, and a second irrigation passage disposed within the handpiece and extending from an inlet port to an exit opening, wherein the exit opening is aligned with the entry opening of the first irrigation passage. 2. The surgical cutting instrument of claim 1 , wherein the outlet opening of the first irrigation passage has an angled surface. 3. The surgical cutting instrument of claim 1 , wherein the housing includes a chamber extending proximally from a front end of the housing, and wherein the proximal length section of the outer member is fully received within the chamber. 4. The surgical cutting instrument of claim 3 , wherein the housing includes a cavity extending proximal to the chamber, wherein the distal end of the inner member extends within the cavity. 5. The surgical cutting instrument of claim 4 , wherein a tang is coupled to the proximal end of the inner member, the tang rotatably secured at a distal end of the cavity with a bearing assembly. 6. The surgical cutting instrument of claim 1 , further comprising a sleeve disposed around the outer member. 7. The surgical cutting instrument of claim 1 , further comprising a flexible boot secured to a front end of the handpiece and the outer member. 8. A surgical cutting instrument comprising: a sleeve having tubular body extending between a proximal end and a distal end, the sleeve having an internal surface; an elongate tubular outer member disposed within the sleeve, the outer member having a proximal end, a distal end, and an internal passage extending between the proximal end and the distal end, the outer member having a main body length section and a proximal length section, and an annular abutment surface disposed between the main body length section and the proximal length section; an elongate inner member rotatably disposed within the internal passage, the inner member having a proximal end and a distal end and a cutting element disposed at the distal end; a handpiece comprising a housing having a front end terminating distally at a front end surface and configured to receive the proximal ends of the inner member and outer members, the handpiece configured to maintain the outer member stationary relative to the inner member; and an irrigation system comprising: a first irrigation passage disposed within the handpiece and extending from an inlet port to an exit opening at the front end of the handpiece; and a second irrigation passage extending within the main body length section of the outer member and disposed adjacent to and fluidly sealed along the main body length section by the sleeve, the second irrigation passage having an entry opening on the abutment surface and at the proximal end of the sleeve and an outlet opening at the distal end of the sleeve proximal to the distal end of the outer tube. 9. The surgical cutting instrument of claim 8 , wherein the second irrigation passage extends within a groove formed in a thickness of a wall of the main body length section and fluidly open at a top side of the groove, wherein the groove is fluidly sealed on the top side by the sleeve. 10. The surgical cutting instrument of claim 9 , further comprising: a third irrigation passage comprising a groove in the exterior surface of the main body length section of the outer member and within a wall thickness of main body length section of the outer member, the groove extending longitudinally from an entry opening and terminating at an outlet opening proximal to the distal end of the outer tube, the third irrigation passage is in fluid communication with the outlet port of the first irrigation passage. 11. The surgical cutting instrument of claim 8 , wherein the sleeve is comprised of a heat shrinkable tubing. 12. The surgical cutting instrument of claim 8 , wherein the outlet opening of the second irrigation passage includes an angled surface. 13. The surgical cutting instrument of claim 8 , wherein a proximal end of the sleeve terminates within the handle to form the inlet of the second irrigation passage. 14. The surgical cutting instrument of claim 8 , wherein a proximal end of the sleeve terminates adjacent to the front end of the housing to form the inlet of the second irrigation passage. 15. A method of manufacturing a surgical cutting instrument comprising: forming an elongate tubular outer member having a proximal end, a distal end, and an internal passage and an exterior surface extending between the proximal end and the distal end, the outer member having a main body length section and a proximal length section, and an annular abutment surface disposed at the exterior surface between the main body length section and the proximal length section; forming a first irrigation passage in a wall thickness of the main body length section of the outer member, the first irrigation passage fluidly open at a first side at the exterior surface, the first irrigation passage having an entry opening on the abutment surface and an outlet opening proximal to the distal end of the outer tube; disposing a sleeve over the outer member; shrinking the sleeve over the exterior surface of the outer member to seal the first irrigation passage along the exterior surface; inserting an elongate inner member within the internal passage of the outer member, the elongate inner member rotatably disposed within the internal passage, the inner member having a proximal end and a distal end and a cutting element disposed at the distal end; assembling the inner and outer members to a handpiece, the handpiece having a housing configured to receive the proximal ends of the inner and outer members and maintain the outer member stationary relative to the inner member, the housing including a second irrigation passage disposed within and extending from an inlet port to an exit opening; and aligning the exit opening of the second irrigation passage with the entry opening of the first irrigation passage. 16. The method of manufacturing of claim 15 , further comprising attaching a tang to the proximal end of the inner member. 17. The method of manufacturing of claim 15 , further comprising trimming a length of the sleeve at one end. 18. The method of manufacturing of claim 15 , wherein attaching the cutting element to the inner member comprises brazing. 19.
