A method of operating a wireless device includes selecting a CID with a first node and receiving a signal including an LID on a resource. At least one of the signal or the resource is based on the selected CID. The method further includes determining a presence of a second node using the selected CID based on the LID in the received signal. Another method of operating a wireless device includes selecting a CID with a first node and sending a signal including an LID on a resource.
