A smartphone or other mobile computer app that causes a smartphone or another mobile computer device to actively control a configuration of footwear structural elements located in both footwear of a device user. Sensors are located in both footwear soles and in the device of the user. The footwear structural elements are configured for computer control by the device. Instructions of the app cause the device to: first, control the footwear structural elements by establishing a first configuration of the footwear structural elements for a first device user locomotion test; second, control the footwear structural elements by establishing a second, different configuration of the footwear structural elements; third, process sensor measurement data from the first and second tests; fourth, compare the test data with a preferred data set; fifth, select and establish a configuration of the footwear structural elements from the test data closest to matching the preferred data set.

The invention claimed is: 1. A non-transitory machine-readable storage medium, having encoded thereon an app for a smartphone or another mobile computer device, general purpose or specialized, said app, when executed by said smartphone or another mobile computer device, causes the device to actively control, by a wired or wireless connection, a configuration of: one or more footwear structural elements located in a footwear sole or a removable inner sole insert of both right and left shoes or other footwear of a user of the device, and one or more sensors being located in either the sole or the removable inner sole insert of both of the right and left shoes or other footwear of the device user and at least a sensor including a gyroscope and an accelerometer in the device; and the one or more footwear structural elements being configured for computer control by the device when the app is operating on the device; and wherein instructions of the app when executed on the device cause the device to: first, control one or more of the footwear structural elements by establishing a first configuration of said one or more footwear structural elements for at least a first test during locomotion or other physical activity of the device user; second, control one or more of the footwear structural elements by establishing a second configuration of said one or more footwear structural elements that is different from the first configuration for at least a second test during locomotion or other physical activity of the device user third, process measurement data from the first and second tests received from the sensors located in both footwear soles or inserts and from the sensor in the device; fourth, compare the data from the first and second tests with a preferred data set; fifth, select and establish one said configuration of the footwear structural elements from the first or second test that produced data that is closest to matching the preferred data set. 2. The smartphone or other mobile computer app on the storage medium of claim 1 , wherein the one or more footwear structural elements include computer control located in the footwear sole or the removable inner sole insert of both shoes or other footwear of the user of the device. 3. The smartphone or other mobile computer app on the storage medium of claim 1 , wherein the app, when executed, causes the device to control the one or more footwear structural elements using the selected configuration setting from the fifth step to establish a new first configuration setting of the footwear structural elements. 4. The smartphone app or other mobile computer on the storage medium of claim 3 , wherein the app, when executed, causes the device to repeat the first to fifth steps in a continual optimizing operation. 5. The smartphone app or other mobile computer on the storage medium of claim 4 , wherein the app, when executed, causes the device to repeat the first to fifth steps as many times as necessary to achieve a closest match between the test data and the preferred data set. 6. The smartphone or other mobile computer app on the storage medium of claim 4 , wherein the app configures the device to cause alteration of the configuration of one or more of the footwear elements by the device without requiring input from the device user. 7. The smartphone or other mobile computer app on the storage medium of claim 1 , wherein the app further configures the device to record a first test data set consisting of measurements by one said sensor of a force and/or relative pressure distribution of the device user's footsole on or near an upper surface of the device user's footwear during the device user's locomotion or other physical activity; the first test data set as measured in at least one plane (1D) or in two planes (2D) or in three planes (3D) and/or including time or other measurements. 8. The smartphone or other mobile computer app on the storage medium of claim 2 , wherein the app further configures the device to record a first test data set consisting of measurements by one said sensor of a relative motion during the device user's locomotion or other physical activity of a position at or near to a part of a body of the device user; the first test data set as measured in at least one plane (1D) or in two planes (2D) or in three planes (3D) and/or including time or other measurements; and wherein the app further configures the device with the gyroscope and the accelerometer for location proximate to the position at or near to the part of the body of the device user. 9. The smartphone or other mobile computer app on the storage medium of claim 2 , wherein the app further configures the device to record a first test data set consisting of measurements of a relative motion during the device user's locomotion or other physical activity of a position that is at or near the center of gravity of a body of the device user, as measured in at least one plane (1D) or in two planes (2D) or in three planes (3D) and/or including time or other measurements; and wherein the app further configures the device with the gyroscope and the accelerometer for location proximate to the position at or near to the center of gravity of the body of the device user. 10. The smartphone or other mobile computer app on the storage medium of claim 1 , wherein the first configuration is a neutral or baseline condition, including a condition wherein the device has not initiated control of one or more of the footwear structural elements. 11. The smartphone or other mobile computer app on the storage medium of claim 8 , wherein the app further configures the device to record a first data set with one or more of the footwear structural elements in a first configuration and a second data set with one or more of the footwear structural elements in the second configuration that is different from the first configuration, said first and second data sets consisting of measurements of relative motion during locomotion or other physical activity of the position at or near to the part of the device user, as measured in at least one plane (1D) or in two planes (2D) or in three planes (3D) and/or including time or other measurements. 12. The smartphone or other mobile computer app on the storage medium of claim 9 , wherein the app further configures the device to record a first data set with one or more of the footwear structural elements in a first configuration and a second data set consisting of measurements of relative motion during locomotion or other physical activity of a position at or near to a center of gravity of the device user, as measured in at least one plane (1D) or in two planes (2D) or in three planes (3D) and/or including time or other measurements. 13. The smartphone or other mobile computer app on the storage medium of claim 11 , wherein the app further configures the device to compare the first test data set and the second test data set with a preferred data set for measurements of relative motion during locomotion or other physical activity of a same part of a model user or users as the part of the device user, as measured in at least one plane (1D) or in two planes (2D) or in three planes (3D) and/or including time or other measurements. 14. The smartphone or other mobile computer app on the storage medium of claim 11 , wherein the app further configures the device to compare the first test data set and the second test data set with a preferred data set for measurements of relative motion during locomotion or other physical activity of the position at or near to a same part of a model user or users as the part of the device user, as meas
