A binding agent includes 3-glycidyloxypropyltrimethoxysilane, ethanol, isopropyl alcohol, alkylphenol ethoxylate, acetic acid and sodium dodecylbenzenesulfonate. The surface treatment method using the binding agent and articles manufactured by the method is also provided.

What is claimed is: 1. An article, comprising: a metal substrate; a binding layer formed on the substrate, the binding layer mainly containing 3-glycidyloxypropyltrimethoxysilane, ethanol, isopropyl alcohol, alkylphenol ethoxylate, acetic acid, and sodium dodecylbenzenesulfonate; and a paint layer formed on the binding layer. 2.
